NOTICE TO BIDDERS
Notice is hereby given that the Board of Commissioners of Monroe County, Indiana, will receive sealed bids until 10:00 a.m., January 15, 2026, for the application of bituminous materials for road resurfacing projects described in this Notice. The Board of Commissioners reserves the right to reject any or all bids or portions of bid.

Specifications- Community Crossings
Scope of Work: Bituminous asphalt resurfacing of various sections of roads in Monroe County, Indiana. All road segments will be one project. Sealed bids will be accepted for each project and/or combination of projects. Bids shall include the bituminous mix complete laid in place for new or resurfacing projects, including all traffic control, materials, paving and compaction equipment, tack oil, labor, supervision, and trucking charges.
General Specifications: Contractor must follow resurfacing and traffic control specifications set forth by the Indiana Department of Transportation. Complete specifications are set forth in the Bid documents, the 2026 Road Resurface Specifications and Bidder Instructions, which, along with this Notice, are made a part of the Bid Documents.
Contractors may pick up the Bid Documents at the Monroe County Highway Department, 5900 W. Foster Curry Drive, Bloomington, Indiana 47403 between the hours of 7:00 am to 3:00 p.m.
All bidders shall comply with Chapter 275 of the Monroe County Code, the Responsible Bidder Ordinance.
All out-of-state corporations must have a certificate of authority to do business in the State. Application forms may be obtained by contacting the Secretary of State, State of Indiana, Statehouse, Indianapolis, Indiana. 46204.
Bid date/time: Sealed bids will be received by the Monroe County Legal Department, 100 W. Kirkwood Avenue, Room 220, Bloomington, Indiana 47404, until 10:00 a.m. e.st., on January 15, 2026. Bids may be dropped off Monday thru Friday, 8:00 am to 4:00 pm. Bids will be opened and read aloud at 10:00 am by the Monroe County Board of Commissioners at the regular meeting, located in the Nat U. Hill Room, Courthouse, Bloomington, Indiana 47404. If you are unable to attend in person you can join the Teams Meeting at the link on the Monroe County Government website.
Any bid received after the specified time will be returned unopened. Bids transmitted by facsimile machine or email will not be accepted.
