Notice to Bidders
Sealed Proposals, or Bids, for contract number VC26-01-01 “Milling and Resurfacing of County Roads” in Vanderburgh County, Indiana will be received at the office of the Board of Commissioners of Vanderburgh County, Civic Center Room 305, Evansville, Indiana, until 9:30 a.m. local time on the 27th day of January, 2026 as prescribed by the Acts of the Indiana Legislature in Chapter 172, year 1957, at which time all bids will be publicly opened and read aloud in Room 301 of the Civic Center.
• Any bids received after the designated time, for any reason, will be returned unopened.
• Contract documents will be available in the office of the Vanderburgh County Engineer, 201 NW Fourth Street, Room 306, Evansville, IN 47708.
• Bids shall be delivered in a sealed envelope bearing the name and address of the bidder indicating identification of the project and the branch of the work on which is being bid.
• Bids shall be submitted on the Itemized Proposal Form included in the contract documents and on Indiana Form 96, revised in 2013, provided separately. The bid documents shall also include a non-collusion affidavit, a certification of non-segregated facilities, and an equal employment opportunity form, all properly executed, signed, sealed and notarized (if indicated).
• Each bid shall be accompanied by a bid bond, certified check, cashier's check, bank treasurer's check or bank money order in the amount of five percent (5%) of the total bid submitted. Each bidder shall provide evidence of a Drug Testing Policy as stated in the General Instructions to Bidders.
• No bid shall be withdrawn after the opening of the bids without the expressed consent of the Vanderburgh County Commission for a period of thirty (30) days after the scheduled time of the bid opening.
• The Contractor receiving the award will be required to furnish a performance bond, Indiana Form 86A revised in 1947, in the amount of one hundred percent (100%) of the award amount, which is to remain in effect for twelve (12) months from the date of acceptance of the completed work. The Contractor will also be required to furnish a payment bond on this project.
• The Contractor shall list any subcontractors and the percentage of the contract to be performed by each subcontractor in the bid submittal.
• Construction and installation shall be in full accordance with the contract drawings, specifications, special provisions, and applicable sections of the current edition of the Indiana Department of Transportation Standard Specifications and any current Supplemental Specifications to the current edition Standard Specifications.
Vanderburgh County, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office the Secretary, Part 21, Nondiscrimination in Federally assisted programs of the Department of Transportation and Title 23 Code of Federal Regulations, Part 200, Title VI Program and Related Statutes, issued pursuant to such Acts, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of religion, race, color, national origin, sex, sexual orientation, gender identity, age, disability/handicap and low income in consideration for an award.
The Vanderburgh County Commissioners reserve the right to reject any and/or all Bids and waive any informality in the bidding.
