The Winnebago County Housing Authority (WCHA) announces the availability of up to 15 Section 8 Project-Based Vouchers (PBV) for rehabilitation and/or new constructed housing units within Winnebago and Stephenson Counties. The 15 PBV is the amount WCHA estimates it will be able to assist under the current funding available to WCHA. Applications in response to this Request for Proposal (RFP) must be consistent with the established PBV RFP and in compliance with government rules and regulations. Participation in the PBV program requires compliance with Fair Housing and Equal Opportunity (FHEO) requirements. Applications will be accepted until 4:00 pm on February 16, 2026.
