Monday, January 19, 2026, the Hanover Borough Zoning Hearing Board will hold a public hearing at 6:00 PM in the Borough Council Chambers, 33 Frederick Street – Main Level, Hanover, Pennsylvania, (entry to the building is through the side entrance) to hear the following request:
A Zoning Hearing Board Application, requesting consideration for Variance Relief, as allowed by the Zoning Code of the Borough of Hanover, County of York, Commonwealth of Pennsylvania was submitted by David M. & Jane A. Ott, 302 Third Street, Hanover, PA 17331 and Diane M. Winand, 302 ½ Third Street, Hanover, PA 17331, for the properties located at 302 and 302 ½ Third Street (parcel no. 67-000-11-0204.00-00000), Hanover, PA 17331 which is located in the R-5 (Higher Density Residential) Zoning District. The applicant is requesting consideration for relief in the form of a Variance, as per:
• Article III Section 140-302. Residential Districts.
Applicants are seeking relief from the Area and Bulk Requirements as it pertains to section 140-302.D of the R-5 Higher Density Residential District as listed in the Zoning Code of the Borough of Hanover, County of York, Commonwealth of Pennsylvania as adopted 10/26/22 as it pertains to minimum lot width, front yard setbacks and side yard setbacks.
A Zoning Hearing Board Application, requesting consideration for approval of a Special Exception Use and granting of Variance relief, as allowed by the Zoning Code of the Borough of Hanover, County of York, Commonwealth of Pennsylvania was submitted by Keystone ReLeaf, LLC, Chris Dawson, agent 210 North Third Street, Suite 3, Harrisburg, PA 17101 for the property located at 361 Eisenhower Drive, Hanover, PA 17331. Parcel No. 67-000-DD-0056 NO-00000 located in the PD (Planned Development) Zoning District. The applicant is requesting consideration for approval of a Special Exception Use and relief in the form of a Variance, both as per:
• Article III Section 140-303. Mixed-Use and Commercial Districts.
Applicant is seeking approval of a Special Exception Use, pursuant to Section 140-303.B – Principal Uses to permit the conversion and change of use of an existing (vacant) bank structure into a Medical Marijuana Dispensary.
• Article III Section 140-429 – Medical Marijuana Dispensary
Applicant is seeking a Variance from Section 140-429.C, specifically as it pertains to prohibition of the use of a drive-through for the new dispensary facility.
