NOTICE FOR PROFESSIONAL SERVICES
Request for Qualifications (RFQ)
for Professional Engineering, Surveying
and Environmental Continuing Contract Services
RFQ2026-007
The St. Johns County School District hereby announces its intention to obtain Professional Engineering, Surveying and Environmental Continuing Contract Services for various school related projects in the following areas of expertise:
• Civil/Site Engineering Services
• Surveying Services
• Mechanical/Electrical/Plumbing/Alarm/HVAC Engineering Services
• Commissioning Services (HVAC Systems)
• Environmental Services
The various services shall include, but not be limited to, the capability to provide: civil and site engineering services; land surveying services; mechanical, electrical and plumbing engineering services; building commissioning services; alarm systems evaluation and design; environmental services; phase I and II environmental site assessments; wetland delineation; threatened and endangered species studies; environmental impact statements; design and preparation of permits for access roads, site drainage, right-of-ways, utility systems, easements and other areas as required; operation and design of water treatment plants and waste water treatment plants at new and existing school sites; assistance in the selection of school sites within St. Johns County; assistance in maintaining compliance with new and existing DEP, Army Corps of Engineers, and SJRWMD permits encompassing, but not limited to, storm water management, retention, wetlands, mitigation areas, water treatment and wastewater treatment; and, threshold and structural type inspections and reporting. The estimated cost of each individual project not to exceed the amount as defined in §287.055 Florida Statutes. This will be a multiple year contract to one or more firms for a period of up to five (5) years, renewable on an annual basis. Applicants are advised that all plans, drawings, and specifications for these projects become property of the St. Johns County School District.
Minimum qualifications for submitting firms are as follows:
• Ten (10) years of professional expertise within the respective engineering, environmental or related field and associated sciences.
• Knowledge of local, state and federal laws governing educational facilities, State Requirements for Educational Facilities (SREF) and the use and approval of public lands.

All responses (to include 1 manually signed original, 1 photocopy, and a thumb drive of the complete RFQ response in one pdf document) must be sealed in one envelope and clearly marked on the outside: “Response to Request for Qualifications: RFQ2026-007 Professional Engineering, Surveying and Environmental Continuing Contract Services”.
Mail or otherwise deliver to: St. Johns County School District, Facilities & Operations, 3740 International Golf Parkway, Suite 200, St. Augustine, FL 32092. All responses must be received on or before 1:30 PM EST on Monday, February 9, 2026.
The St. Johns County School Board reserves the right to reject any or all responses, to waive informalities and minor irregularities, and to request resubmission or additional information which is considered to be in the best interest of the School District.
Note: Certain rights are granted to you under Florida Law, and we are required by that law to notify you that if you are going to file a protest that, "Failure to file a protest within the time prescribed in section 120.57(3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under chapter 120, Florida Statutes."
