NOTICE OF SPECIAL MEETING AND VOTE
BOARD OF COOPERATIVE EDUCATIONAL SERVICES
FOR THE SOLE SUPERVISORY DISTRICT OF
DELAWARE, CHENANGO, MADISON AND OTSEGO
COUNTIES, NEW YORK
The Board of the Cooperative Educational Services for the Sole Supervisory District of Delaware, Chenango, Madison and Otsego Counties, New York, HEREBY GIVES NOTICE that a Special Meeting of the qualified voters of said Board of Cooperative Educational Services will be held at the polling places hereinafter set forth on February 3, 2026, at 12:00 o’clock Noon, Prevailing Time, for the purpose of voting by paper ballot upon the propositions hereinafter set forth. Polls for the purpose of voting will be kept open between the hours of 12:00 o'clock Noon and 8:00 o'clock P.M., Prevailing Time. In the event of inclement weather, Polls for the purpose of voting shall occur on the date of February 10, 2026 and shall be kept open between the hours of 12:00 o’clock Noon and 8:00 o’clock P.M., Prevailing Time. The propositions are as follows:
PROPOSITION NO. 1 – CAPITAL IMPROVEMENTS PROGRAM
Shall the Board of Cooperative Educational Services for the Sole Supervisory District of Delaware, Chenango, Madison and Otsego Counties, New York (the “BOCES”), be authorized to undertake a capital improvement program at the maximum aggregate cost of $44,400,000 including authority to: (a) construct an addition to the Harrold Campus B-building and construct improvements to and reconstruct various BOCES buildings and facilities, including site and playground improvements and original furnishings, equipment, machinery, apparatus, appurtenances, and other incidental improvements and expenses in connection therewith, at a maximum estimated cost of $44,400,000 (the “Project”), and in furtherance thereof (b) to enter into any and all agreements and instruments necessary or desirable to effectuate a financing therefor in an amount not to exceed $44,400,000 through the auspices of the Dormitory Authority of the State of New York (“DASNY”) including, but not limited to, authority to convey to DASNY such specific interests in real property or leasehold interests, including all or any portion of the Project, and to enter into any lease or other agreement with DASNY, as may be necessary to effectuate said financing?
PROPOSITION NO. 2 – ACQUISITION OF MASONVILLE ELEMENTARY SCHOOL
Assuming Proposition No. 1 is approved, shall the Board of Cooperative Educational Services for the Sole Supervisory District of Delaware, Chenango, Madison and Otsego Counties, New York (the “BOCES”), be authorized to purchase the Masonville Elementary Building and site which is located on land owned by the Sidney Central School District at 15598 State Highway 8, Town of Masonville, County of Delaware, New York at a maximum price of $1,000,000 to be paid from funds authorized by Proposition No. 1?

DETERMINATION OF STATUS OF PROJECTS UNDER THE STATE ENVIRONMENTAL QUALITY REVIEW ACT: The BOCES, acting as Lead Agency, has determined that the aforesaid Project, including the financing thereof and the purchase of the Masonville Elementary School, is an Unlisted Action which will not have a significant impact upon the environment under the regulations of the State of New York promulgated pursuant to the State Environmental Quality Review Act.

ELECTION DISTRICT AND POLLING PLACES: NOTICE IS HEREBY FURTHER GIVEN that the entire BOCES shall be deemed a single election district, and that, for the convenience of voters, multiple polling places shall be provided such that there shall be one or more polling places in each component school district of the BOCES, the locations of which in each such district and at BOCES sites are hereby designated as follows:
1. Afton Central School District – P-12 School Building, Main Entrance Lobby, 29 Academy Street, Afton
2. Bainbridge-Guilford Central School District – Greenlawn Elementary, Cafetorium, 43 Greenlawn Avenue, Bainbridge;
3. DCMO BOCES – Robert W. Harrold Campus, Main Entrance Lobby, 270 BOCES Dr., Sidney Center
4. DCMO BOCES – Alan D. Pole Campus, Main Entrance Lobby, 6678 County Road 32, Norwich

QUALIFIED VOTERS: All persons offering to vote will be asked to provide one form of proof of residency. Such form may include but is not limited to a driver’s license, a non-driver identification card, a utility bill, or a voter registration card. Upon offer of age of at least 18 years, citizenship, and proof of residency and of having lived in the BOCES Region during the previous 30 days, all persons offering to vote will also be required to provide their signature and address. Persons who do not provide a proof of residence may be asked to sign a declaration in order to be allowed to vote.
ABSENTEE BALLOTS: Pursuant to the provisions of the Education Law, a qualified voter is eligible to vote by absentee ballot if they are expected to be under one of the following conditions on the occurrence of the vote:
1. Absent from their county or residence.
2. Unable to appear personally at the polling place due to illness or physical disability, or duties related to the primary care of on or more individuals who are ill or physically disabled, or because such qualified voter will be or is a patient in a hospital.
3. A resident or patient of a veteran’s administration hospital.
4. Detention or confinement to jail awaiting action by a grand jury or awaiting trial, or confined in jail or prison after conviction for an offense other than a felony, provided that such voter is qualified to vote in the election district of such voter’s residence.
Requests for absentee ballots may be applied for by calling the BOCES District Office at 607-335-1227 between the hours of 8:00 a.m. and 3:00 p.m. or via email to BoardClerk@dcmoboces.com. Such requests must be received by the BOCES District Clerk at least seven (7) days before the vote set in this notice, if the ballot is to be mailed to the absentee voter, or the day before the vote, if the ballot is to be issued personally to the absentee voter. Absentee ballots must be received in the Office of the Clerk of the District not later than 5:00 p.m. on the date of the vote. A list of all persons to whom absentee ballots have been issued will be available for inspection in the District Clerk’s Office during regular office hours which are between 8:00 a.m. and 3:00 p.m.
EARLY MAIL-IN BALLOTS: Requests for early mail ballots may be applied for by calling the BOCES District Office at 607-335-1227 between the hours of 8:00 a.m. and 3:00 p.m. or via email to BoardClerk@dcmoboces.com. Such requests must be received by the BOCES District Clerk at least seven (7) days before the vote set in this notice, if the ballot is to be mailed to the absentee voter, or the day before the vote, if the ballot is to be issued personally to the early mail voter. Early mail ballots must be received in the Office of the Clerk of the District not later than 5:00 p.m. on the date of the vote. A list of all persons to whom early mail ballots have been issued will be available for inspection in the BOCES District Clerk’s Office during regular office hours which are between 8:00 a.m. and 3:00 p.m.
VOTER QUALIFICATION CHALLENGES: Any qualified voter may, upon examination of such lists, file written challenge to the qualifications of a voter of any person whose name appears on a list, stating the reason for challenge. Such lists shall be posted in a conspicuous place during the election and any qualified voter may challenge the acceptance of the absentee or early mail voter’s ballot or a person on the corresponding list by making this challenge and the reasons for the challenge known to the inspectors of election before the close of the polls.
MILITARY VOTERS: Military voters who are qualified voters of the BOCES District may apply for a military ballot by requesting an application from the District Clerk by calling 607-335-1227 between the hours of 8:00 a.m. and 3:00 p.m. or via email to BoardClerk@dcmoboces.com. For a military voter to be issued a military ballot, the BOCES District Clerk must have received a valid ballot application not later than 5:00 p.m. on January 8, 2026, the date twenty-six (26) days before the election day. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail. In order to be counted, military ballots must be received by the BOCES District no later than 5:00 p.m. on the day of election.
Military ballots will be mailed or otherwise distributed no later than 25 days before the election. As noted above, military ballots must be received by the BOCES District Clerk by 5:00 p.m. on election day and showing a cancellation mark of the U.S postal service or a foreign country’s postal service, or showing a dated endorsement of receipt by another agency of the U.S. government or signed and dated by the military voter and one witness thereof, with a date which is ascertained to be not later than the day before the election. A list of all persons to whom military ballots shall have been issued will be available for inspection by qualified voters of the BOCES District, upon request, until the day of the Special District Meeting and Vote.
