LEAD SERVICE LINE REPLACEMENT – PHASE I
Sealed Bids will be received until 1:00 p.m., prevailing time, on February 27, 2026 at the City Hall, 120 E Third St, Pana, IL 62557. All bids submitted shall be clearly marked to indicate them as bids on the outside of the sealed envelope. All bids received will be publicly opened and read by the Owner's Representative at the above time and place.
The work shall generally consist of:
Replacement of lead service lines and galvanized requiring replacement service lines with PE and Copper service line material in the southwest section of the City of Pana.
ANY CONTRACT OR CONTRACTS AWARDED UNDER THIS INVITATION FOR BIDS ARE EXPECTED TO BE FUNDED IN PART BY A LOAN FROM THE ILLINOIS ENVIRONMENTAL PROTECTION AGENCY (ILLINOIS EPA). NEITHER THE STATE OF ILLINOIS NOR ANY OF ITS DEPARTMENTS, AGENCIES, OR EMPLOYEES IS OR WILL BE A PARTY TO THIS INVITATION FOR BIDS OR ANY RESULTING CONTRACT. THE PROCUREMENT WILL BE SUBJECT TO REGULATIONS CONTAINED IN THE PROCEDURES FOR ISSUING LOANS FROM THE PUBLIC WATER SUPPLY LOAN PROGRAM (35IAC PART 662), THE DAVIS-BACON ACT (40 USC 276A THROUGH 276A-5) AS DEFINED BY THE UNITED STATES DEPARTMENT OF LABOR, THE EMPLOYMENT OF ILLINOIS WORKERS ON PUBLIC WORKS ACT (30 ILCS 570), ILLINOIS WORKS JOBS PROGRAM ACT (30 ILCS 559/20-1), AND THE FEDERAL "BUILD AMERICAN, BUY AMERICAN ACT" REQUIREMENTS CONTAINED IN THE INFRASTRUCTURE INVESTMENT AND JOBS ACT, PUB. L. NO. 117-58. THIS PROCUREMENT IS ALSO SUBJECT TO THE LOAN RECIPIENT'S POLICY REGARDING THE INCREASED USE OF DISADVANTAGED BUSINESS ENTERPRISES. THE LOAN RECIPIENT'S POLICY REQUIRES ALL BIDDERS TO UNDERTAKE SPECIFIED AFFIRMATIVE EFFORTS AT LEAST SIXTEEN (16) DAYS PRIOR TO BID OPENING. THE POLICY IS CONTAINED IN THE SPECIFICATIONS. BIDDERS ARE ALSO REQUIRED TO COMPLY WITH THE PRESIDENT'S EXECUTIVE ORDER NO. 11246, AS AMENDED. THE REQUIREMENTS FOR BIDDERS AND CONTRACTORS UNDER THIS ORDER ARE EXPLAINED IN 41 CFR 60-4."
In submitting Proposals for the planned work, the Bidder shall declare that only persons or parties interested in the proposed work as Principals are those contained in the Proposal; and that the Proposal is made without collusion with any other person, firm or corporation.

A Pre-Bid Meeting will be held at 2:00p.m., prevailing time on February 4, 2026 at the City Hall, 120 E Third St, Pana, IL 62557. The purpose of this meeting is to:
1. Discuss the Bidding Requirements.
2. Receive any questions regarding the Plans, Specifications, and Project in general.
3. Visit the proposed construction areas.
4. Discuss EEO requirements, if necessary.
All questions of a technical nature regarding the project will only be answered in writing by Addendum. Any questions may be submitted by telephone or in writing to Benjamin Spreen, bspreen@bentoneng.com, (217) 245-4146, or at the Pre-Bid Meeting.
Questions should be submitted to the Engineer no later than five (5) working days prior to the bid date.
All proposals must be made on the Proposal forms furnished by the Owner's Project Engineer and shall contain the signature of the Bidder.
The Owner may waive any informalities or minor defects or reject any or all bids, and to determine which is the lowest, responsive, responsible bid based upon the Base Bid for the work.
