Scope of Work
The City of Phoenix is seeking a qualified consultant team to provide engineering services for Union Hills Water Treatment Plant - Finished Water Improvements project. This project will involve the construction of a new 20 million gallon (MG) Reservoir at the Union Hills Water Treatment Plant, rehabilitation of the existing 40 MG reservoir, and improvements associated with bringing the new reservoir into service. Services may include study, design, and possible construction administration and inspection.
Pre-Submittal Meeting Information
A pre-submittal meeting will be held at 11:00 am on Friday, January 16, 2026, at 200 W. Washington Street, Phoenix City Hall, 5th Floor, Room 5 West and Teams for both Engineering Services and Construction Manager at Risk. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested consultants attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be submitted through the Procurement Portal.
Request For Qualifications Packet
On Thursday, January 8, 2026 the Request for Qualifications packet may be downloaded from the Procurement Portal at: https://procurement.opengov.com/portal/phoenix
Consultants receiving a copy of the Request for Qualifications through any other means are strongly encouraged to download the RFQ from the City webpages above.
Firms must be registered in eProcurement https://procurement.opengov.com/portal/phoenix as a vendor to submit a Statement of Qualifications.
General Information

Requests will only be honored if made within the first week of the advertising period. Please allow a minimum of seven calendar days for production.
