Scope of Work
The City of Phoenix is seeking a qualified contractor to provide preconstruction services and complete construction services for the Sub-Regional Operating Group - 91st Avenue Wastewater Treatment Plant Solids Rehabilitation Phase 2 Construction Manager at Risk (CMAR) project. This project will include the rehabilitation and replacement of equipment associated with solids digestion, including, but not limited to, replacement of fixed covers for two digesters, pumps, motors, heat exchangers, piping, valves, control instruments, control panels, and electrical equipment including panels, variable frequency drives, transformers, and motor control centers. The selected CMAR will work as a team with the designer of record and City staff to ensure an efficient design approach for the project.
This project will be funded in part by the U.S. Bureau of Reclamation. Respondents are advised to review the requirements outlined in the Department of the Interior’s Office of Grants Management guidance. Compliance with all applicable federal regulations is mandatory.
Pre-Submittal Meeting
A pre-submittal meeting will be held at 11:00 am on Tuesday, January 20, 2026, at 200 W. Washington Street, Phoenix City Hall - 5th Floor, 5 West and via Teams for both CMAR and Engineering Services. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested consultants attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be submitted through the Procurement Portal.

Firms receiving a copy of the Request for Qualifications through any other means are strongly encouraged to download the RFQ from the City webpages above.
Firms must be registered in e-Procurement https://procurement.opengov.com/portal/phoenix as a vendor to submit a Statement of Qualifications.
