NOTICE OF REQUEST FOR PROPOSALS
FEDERAL PROGRAMS INCLUDING PHMSA NATURAL GAS DISTRIBUTION INFRASTRUCTURE SAFETY AND MODERNIZATION GRANTS, FEDERAL AND STATE GRANT ADMINISTRATION MANAGEMENT AND CONSULTING SERVICES
The City of Plaquemine, Louisiana (the "City") is seeking solicitations from firms to provide Federal grant administration, grant writing, management and consulting services, including PHMSA Natural Gas Distribution Infrastructure Safety and Modernization Grant programs and services. The City is soliciting qualifications and proposals from experienced firms to perform grant administration and consulting services in compliance and as supported by U.S. Department of Transportation, Pipeline and Hazardous Material Safety Administration and the State of Louisiana for grant administration, management, and consulting services. Awarded firms shall be responsible for the performance of all required contracted grant administration and consulting services as well as any and all associated services as required by the City. All submitted Proposals shall be for principal firms and may include sub-contractors.
RFP DEADLNE: Proposals shall be submitted on or before February 12, 2026 no later than 11:00 AM (Central Daylight Time) and will be opened in the Mayor’s office, 23640 Railroad Avenue, Plaquemine, LA. 70764.
LATE PROPOSALS RECEIVED AFTER THE AFOREMENTIONED DEADLINE DATE, EITHER BY MAIL OR OTHERWISE, WILL NOT BE CONSIDERED AND RETURNED UNOPENED. THE TIME OF RECEIPT WILL BE DETERMINED BY THE TIME RECEIVED IN THE CITY’S OFFICE. PROPOSALS OFFERED ARE THE SOLE RESPONSIBILITY OF THE VENDOR FOR ASSURING THAT PROPOSALS ARE RECEIVED IN THE CITY’S OFFICE BY THE DESIGNATED DATE AND TIME. NO FAXED, ELECTRONIC, OR ORAL PROPOSALS WILL BE ACCEPTED.
Proposal submissions must be submitted in a sealed envelope or package, clearly marked with the Proposer's name, address with the name of the proposer, and the RFP number and title "PHMSA Natural Gas Distribution Infrastructure Safety and Modernization program GRANT ADMINISTRATION AND CONSULTING SERVICES" to identify the enclosed proposal. Each submittal shall include one (1) original and five (5) copies of the proposal as well as one copy in digital format placed on a flash drive or CD (i.e., in pdf format). Proposals received later than the date and time as specified will be rejected. The City will not be responsible for the late deliveries of proposals that are incorrectly addressed, delivered in person, by mail or any other type of delivery service.
The Proposer shall obtain details of this RFP from the Mayor’s Office and must also submit in a timely manner or have delivered its final RFP proposals to the:

*Any proposal received after the above stated deadline will be returned unopened and will not be considered.
Any questions concerning this RFP must be submitted in writing no later than 4:00 p.m. Central Daylight Time, on January 22, 2026 and should be directed to City Manager Jeanne’ Medine at jmedine@plaquemine.org.
The City reserves the right to waive minor irregularities, to reject any or all proposals received, and to otherwise make a decision in the best interests of the City. The City shall have the final decision-making authority concerning any final award or interim or comprehensive agreement entered by the City. Proposals will be evaluated and ranked in order of preference by the City. The City intends to negotiate an interim and/or comprehensive agreement with the highest ranked proposer. The City’s general manager may, at his option, request that proposers make presentations and/or participate in questions and answers sessions. The City may also request additional information from proposers that may be necessary to fully evaluate a proposal. After the City has ranked proposals in compliance with PMHSA requirements, the City will then begin negotiations with the highest-ranked firm. If only one proposal is received, the City may negotiate in good faith with that proposer.
All proposals that are timely received shall become the property of the City and any costs or expenses incurred in relation to preparation and submission of proposals shall be borne by the proposer.
