NOTICE TO BIDDERS
Surface Lease
By virtue of and in conformity with the provisions of L.R.S. 41:1211 through 41:1222, sealed bids will be received up to 10:00 a.m. on Thursday, January 29, 2026, and publicly opened and read aloud at the office of the North Lafourche Conservation, Levee and Drainage District located at 3862 Highway 1, Raceland, LA 70394, for the leasing of the following described lands lying and being situated in the Parish of Lafourche, Louisiana, to-wit:
APPROXIMATELY 14 ACRES, FORMERLY PROPERTY BELONGING TO JAMES HILL ESTATE LOCATED IN LOT 16 & 20 SUB-DRAINAGE DISTRICT 2 OF DRAINAGE DISTRICT 12 SECTION 23, T16S-R18E LAFOURCHE PARISH, LOUISIANA.
COMMENCING AT A POINT LOCATED AT AN EXISTING RIGHT OF WAY, RECORDED MAY 5, 1969 AT 307369 AND IT’S INTERSECTION WITH LA HWY 652, SAID POINT BEING THE POINT OF BEGINNING;
THENCE S10°04’51”W A DISTANCE OF 4120.39’ TO A POINT;
THENCE N33°03’24”W A DISTANCE OF 1158.38’ TO A POINT,
THENCE NORTH A DISTANCE OF 219.99’ TO A POINT,
THENCE S33°03’24”E A DISTANCE OF 1039.19’ TO A POINT,
THENCE N10°04’51”E A DISTANCE OF 3791.96’ TO A POINT,
THENCE N88°22’33”E A DISTANCE OF 122.55’ TO THE POINT OF BEGINNING, ALL AS MORE FULLY SHOWN ON A MAP TITLED EXHIBIT “A”. “PROPOSED 120’ WIDE RIGHT OF WAY ON PROPERTY BELONGING TO JAMES HILL ESTATE LOCATED IN LOT 16 & 20 SUBDRAINAGE DISTRICT 2 OF DRAINAGE DISTRICT 12 SECTION 23, T16S-R18E LAFOURCHE PARISH, LOUISIANA; DATED JANUARY 26, 2011” AS PREPARED BY LEONARD CHAUVIN P.E., P.L.S., INC.
The term of said lease shall not exceed three (3) years, and the annual rental shall be payable in cash annually in advance. All lands under 3-year lease shall be advertised for bids the following year unless the annual rental is paid in advance on or before the due date, which in this instance shall be the first day of February 2026.
The lease shall be subordinate to oil, gas, and mineral leases previously granted or to be granted, and further subject to improvements made by the NLCLDD in the form of a protection levee, and subject to all ingress and egress by the NLCLDD or its assigns for the purpose of inspection and maintenance of said levee improvements; and the Lessor may without violating the surface lease, authorize exploration by any method, including but not limited to geophysical and geological explorations for formations or structures, and prospecting and drilling for mining and producing minerals.
All bids are to be addressed to the North Lafourche Conservation, Levee and Drainage District, Attention: Mr. Dwayne Bourgeois, 3862 Highway 1, Raceland, LA 70394, or hand delivered to 3862 Highway 1, Raceland, LA 70394; marked “SURFACE LEASE” on the envelope. Bids may be hand delivered, in which instance a receipt shall be given to the bidder; or bids may be sent by registered mail.
Each bid must be accompanied by a deposit (certified check or money order) equal to ten percent (10%) of the bid, or $75.00, whichever is greater, which will be returned to any unsuccessful bidder or successful bidder. The successful bidder, upon award of the bid, will be required immediately to deposit the full sum due by him.
Bidders are advised that no lease shall be assigned, subleased, or otherwise transferred by the original Lessee.
All bidders must be eligible to contract with the North Lafourche Conservation, Levee and Drainage District in accordance with the provisions of R.S. 42:1101, et seq. Ineligible bidders will be disqualified and/or any lease entered into shall be null and void upon discovery of ineligibility.
The successful bidder shall provide adequate proof of insurance, name the NLCLDD as an additional insured on said policy, and shall indemnify and hold harmless the NLCLDD from any claims related to the Lessee’s use of the leased property.
Further information regarding the above land, its location, dimensions, surveys of the property, etc. may be obtained from the office of the North Lafourche Conservation, Levee and Drainage District; and the Board reserves the right to reject any or all bids and to waive any informalities.
