ADVERTISEMENT FOR BIDS
Sealed bids for the City of Kewaunee, Dodge Street Reconstruction, Contract A-26, project will be accepted through Quest vBid electronic bid service by 10:00 a.m. (local time) on February 3, 2026.
The work, in general, will include the approximate quantities and items listed below:
• 17,000 SY – Removal and Replacement of Asphalt Pavement
• 8,200 CY – Crushed Aggregate Base Course
• 8,500 CY – Common Excavation/Grading
• 60,000 SF – Removal and Replacement of Concrete Sidewalk/Driveway
• 10,000 LF – Removal and Replacement of Curb and Gutter
• 4,800 LF – Removal and Replacement of Sanitary Sewer
• 4,900 LF – Removal and Replacement of Watermain
• 2,000 LF – Removal and Replacement of Storm Sewer
• Landscape Restoration
• Clearing and Grubbing (Large Diameter)
• Traffic Control
• Erosion Control
The proposals shall be submitted on the forms furnished with the specifications. Each proposal shall be accompanied by a bid bond of a bonding company duly authorized to do business in the State of Wisconsin in an amount equal to five percent (5%) of the proposal. This proposal guarantee shall be subject to forfeiture as provided by law. When submitting an electronic bid, Bidder is required to deliver the original bid bond within 72 hours of bid opening to Cedar Corporation.
For this project, bids will be received and accepted via the online electronic bid service through QuestCDN vBid online bidding. Complete digital project bidding documents can be downloaded at www.cedarcorp.com or www.questcdn.com. Reference QuestCDN project number 9738206 for a nonrefundable charge of $50. Contact QuestCDN Customer Support at 952-233-1632 or info@questcdn.com for assistance in membership registration, and downloading digital project information, and vBid online bid submittal. Project bid documents must be downloaded from QuestCDN, which will add your company to the Plan Holder List and allow access to vBid online bidding for the submittal of your bid. The QuestCDN website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
This project is part of a WisDOT Local Road Improvement Program (LRIP), which consists of roadway reconstruction of the existing street including hot mix asphalt pavement, crushed aggregate base course, concrete sidewalk, and concrete curb and gutter reconstruction.
The project is funded in part with a WisDNR Clean Water Fund and WisDNR Safe Drinking Water Fund.
Federal Davis-Bacon Act wage rates are applicable to this project per Federal Labor Provisions (4010). Attention of bidders is particularly called to the requirements as to condition of employment to be observed and minimum wage and fringe rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. We encourage MBEs, DBEs, and WBEs to submit bid proposals. The solicitation of subcontractors must evidence a good faith effort to obtain bids from MBEs, DBEs and WBEs, such efforts to be documented.
The Contract shall be subject to wage rates established by the Federal Davis-Bacon Act. Information explaining other prevailing wage rate laws that may apply to this work is included in the project specifications.
The successful bidder will be required to conform to the wage requirements prescribed by the Federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and sub-contractors performing on contracts funded in whole or in part with federal funds in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area.
Minimum salaries and fringes to be paid on the project shall be in accordance with the prevailing wage rate scale established by the Federal Department of Labor (DOL). Attention is called to the fact that not less than the minimum salaries and fringes set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applications for employment are not discriminated against because of their race, color, religion, sex, national origin, or other protected class. Federal Labor standards program laws, including, but not limited to the Davis Bacon Act, the Copeland Anti-Kickback Act, and the Contract Work Hours and Safety Standards Act will apply to all projects.
Any contract or contracts awarded under this invitation for bids may be funded in part by the Wisconsin Department of Natural Resources Clean Water and Safe Drinking Water Fund Program. Neither the State of Wisconsin nor any of its departments, agencies, or employees is or will be party to this invitation for bids or any resulting contract.
This procedure is subject to the grantee's policy regarding the increased use of minority and women's businesses. The grantee's policy requires all bidders to undertake specified affirmative efforts. At least 15 days prior to bid opening, the bidder needs to contact five MBEs and five WBEs to solicit bids. To comply with the requirements, the grantee requires documentation of all contacts on the contact forms included in the specification. The contact forms need to be submitted with the bid. We encourage MBEs and WBEs to submit bid proposals.
Domestic Preference. This project is subject to the American Iron and Steel (AIS) requirements instituted by Section 746 of title VII of the Consolidated Appropriations Act of 2017. Absent an approved waiver, all iron and steel used in this project must be produced in the United States. The following waivers apply to this Contract: De Minimis, Small Grants, and Minor Components.
Proposals shall not be withdrawn for a period of 45 days after the date of opening. The City of Kewaunee reserves the right to reject any or all of the proposals and to waive any informalities therein.
