REQUEST FOR PROPOSALS/QUALIFICATIONS
WATER RESOURCE RECOVERY FACILITY EXPANSION
CITY OF WEST LAFAYETTE, INDIANA
Written offers to a Request for Proposals/Qualifications for the purpose of providing a Public-Private-Partnership will be received by the City of West Lafayette (the “City”), 222 North Chauncey Ave., West Lafayette, IN 47906 until 8:30 am Eastern time on February 10, 2026, for a Public-Private Agreement (as defined in IC 5-23-2) related to the potential constructing, operating, transferring, and developing of wastewater system infrastructure (the “Project”) in the City pursuant to the applicable provisions of the Indiana Code, including, but not limited to, Indiana Code Section 5-23. Submittals must be delivered to the City Clerk’s Office, Margerum City Hall, 222 North Chauncey Ave., West Lafayette, IN 47906 no later than 8:30 am Eastern time on February 10, 2026. Submittals time-stamped at 8:31 am or after will be returned unopened to the Bidder.
Packets containing the detailed Request for Proposals/Qualifications and related requirements, terms and conditions can be obtained by downloading from the Wessler Engineering Planroom at https://www.wesslerengineering.com/planroom. Questions regarding the Packets shall be directed to Gary Ruston, Wessler Engineering at garyr@wesslerengineering. com.
The City will consider various factors in evaluating the offers, including, without limitation: (i) offeror’s experience with developing similar projects; (ii) offeror’s demonstrated ability and capacity to perform the work, including offeror’s reputation as indicated by the references for performing this type of work; (iii) offeror’s approach to develop the Project; (iv) offeror’s proposed plan to self-perform and/or sub-contract the work included in this Project; (v) offeror’s proposed fees during the scoping period; (vi) offeror’s proposed financing solution; and (vii) other factors deemed appropriate by the City in the context of the services and products to be provided by the offeror.
The City reserves the right to modify or cancel the Project at any time before a developer enters into a formal agreement with the City, including at any point during the scoping period. The City reserves the right to reject any and all Qualifications at its sole discretion. The City may enter into discussions with any individual developer to clarify and assure a full understanding and responsiveness to the solicitation requirements.
