LEGAL NOTICE
Sealed Proposals will be received by the Jefferson Water and Sewer District, Franklin County, Ohio until 10:30 a.m. local time, February 02, 2026, for furnishing all the necessary labor, materials, equipment, tools, and services for the construction of “Havens Corners Rd. Pressure Reducing Valve”, hereinafter defined as the Project, all as set forth in the Contract Documents now on file in the office of the Consulting Engineer hereafter named. At the time above mentioned and at the office of the Jefferson Water and Sewer District, 6455 Taylor Road, Blacklick, Ohio 43004, said proposals will be publicly opened and read.
The Project includes, but may not be limited to, the following major items:
Pressure Reducing Valve Complete Lump Sum
Removal of Existing Booster Station Complete Lump Sum
Actual estimated quantities for the above items and all other items for the project are listed on the Proposal forms.
The Engineer’s Estimate for the Base Bid is $250,000.
All Proposals shall be submitted on the Proposal blanks contained in the contract documents furnished and shall be sealed in an envelope and marked as follows: “Havens Corners Rd. Pressure Reducing Valve” and mailed or delivered so as to arrive at the office of 6455 Taylor Road, Blacklick, Ohio 43004, prior to the above deadline.

Please visit www.keycompanies.com either via in-person pick-up at 195 East Livingston Avenue, Columbus, Ohio 43215 or via mail, upon Issuing Office’s receipt of payment for the Bidding Documents. The non-refundable cost of printed Bidding Documents is $60.00 per set, payable to Key Companies, plus a non-refundable shipping charge. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
Each Bidder is required to furnish with its proposal, a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in bond form shall be issued by a Surety Company or corporation licensed in the State of Ohio to provide said surety.
Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested herein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The owner intends and requires that this project be completed no later than June 30, 2026.
Bidders must comply with the prevailing wage rates on Public Improvements in Franklin County and the Jefferson Water and Sewer District as determined by the Ohio Bureau of Employment Services, Wage and Hour Division, (614) 644-2239.
Each Bidder must insure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex or national origin.
All contractors and subcontractors involved with the project will, to the extent practicable use Ohio products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code 123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required.
No bidder may withdraw his bid within Sixty (60) days after the actual date of the opening thereof.
The Jefferson Water and Sewer District, hereafter defined as the Owner, reserves the right to waive irregularities and to reject any and all Proposals, to increase or decrease or omit any item(s) and to award to the lowest and best qualified Bidder. Each Proposal must contain the full name of every person or company interested in the same.
