PROCEEDINGS OF THE WRPS REGULAR BOARD OF EDUCATION MEETING
December 8, 2025 – 6:00 p.m.
Board Members Present: John Benbow, Troy Bier, Christopher Inda, John Krings, Jaime Sparkes (arrived at 6:50 p.m.), Kathi Stebbins-Hintz, Elizabeth St.Myers
The Board unanimously approved regular Board of Education meeting minutes of November 10, 2025; special closed Board of Education meeting minutes of November 10, 2025; second special closed Board of Education meeting minutes of November 10, 2025; special closed Board of Education meeting minutes of November 24, 2025; and special open/closed Board meeting minutes of November 24, 2025. Motion carried unanimously.
Committee Reports
Through the Educational Services Committee, the Board:
• Unanimously approved of the proposed modifications to School Board Policy 5460: Graduation Requirements with additional modifications mentioned.
• Unanimously approved of the one-year renewal of BrainPOP for all the elementary schools and the middle school at a cost of $25,555.50 to be paid from a combination of Common School Funds, Curriculum, and Science budgets.
• Removal of the actionable item to purchase the MasteryConnect program based on the failed roll call vote at the December 1, 2025 Educational Services Meeting.
• Heard updates and reports on the Innovation Mini-Grant recipients for 2025-2026.
• Heard updates and reports on Act 20 required reading training.
• Heard updates and reports on full day 4K possibility.
• Heard updates and reports on WSAS and School Report Cards.
• Unanimously approved of regular Committee meeting minutes of December 1, 2025.
Through the Business Services Committee, the Board:
• Heard updates and reports on various invoices, bid specs, and purchases.
• Heard updates and reports on donations.
• Unanimously approved of regular Committee meeting minutes of December 1, 2025.
Through the Personnel Services Committee, the Board:
• Unanimously approved of the professional staff appointments of Jade Herzer and Megan Duellman.
• Unanimously approved of the support staff appointments of Melissa Froehle, Faith Jepson, Heidi Terzynski, Pamela Jennings, Jamie Knetter, Kelsey Jeske, Nicole Fitch, Wyatt Koch, and Darlene Hetzel.
• Unanimously approved of support staff resignations of Becky Zelenka, Aurelia Garza, and David Lynn.
• Unanimously approved of the staff retirement of Mary Tyjeski.
• Unanimously approved of regular Committee meeting minutes of December 1, 2025.
Bills
On a roll call vote, the Board unanimously approved to note November, 2025 receipts in the amount of $2,289,215.39 and November, 2025 disbursements in the amount of $3,785,496.02.
New Business
Under New Business, the Board:
• Heard updates and reports on the school perceptions community survey results.
• Unanimously approved the annual school violence event drill reports submitted by each building principal.
• Unanimously approved implementation of a pilot full-day 4K program beginning with the 2026-2027 school year.
• Unanimously approve to have John Benbow use his own discretion and vote his conscience on behalf of the Board on proposed Wisconsin Association of School Boards (WASB) resolutions when participating as the Board Delegate at the upcoming Delegate Assembly meeting in January, 2026.
PROCEEDINGS OF THE WRPS SPECIAL BOARD OF EDUCATION MEETING
November 24, 2025 – 5:53 p.m.
Board Members Present: John Benbow, Troy Bier, Christopher Inda, John Krings, Jaime Sparkes, Kathi Stebbins-Hintz
The Board met for the purpose of discussing 28 acres of land for sale adjacent to Lincoln High School, portion of Tax Parcel #0700642. In addition, discuss selling a portion of vacant land on 64th Street owned by WRPS, Tax Parcel #0700692.
• Unanimously approved to move into closed session pursuant to Wis. Stats. §19.85(1)(e) regarding deliberating or negotiating the purchase or sale of public properties, the investment of public funds, or conducting other specific public business, whenever competitive or bargaining reasons require a closed session; specifically, to consider terms of an offer to purchase property adjacent to Lincoln High School for school district purposes.
• The Board reconvened in open session at 6:16 p.m.
• Unanimously approved to authorize the purchase of approximately 28 acres of vacant land, consisting of a portion of Tax Parcel #0700642, and to authorize the Superintendent to work with the District's legal counsel to prepare and execute the offer to purchase and other purchase documents on behalf of the Board.
• Unanimously approved to authorize the sale of approximately 35 acres of vacant land, consisting a portion of Tax Parcel #0700692, and to authorize the Superintendent to work with the District's legal counsel to prepare and publish a request for sealed proposals for future review and consideration by the Board as provided by the terms of the RFP with a minimum amount of $264,000.
