Intends to Issue Plan Approval 25-00783C: Haysite Reinforced Plastics LLC (5599 New Perry Highway, Erie, PA 16509), The Department intends to issue plan approval 25-00783C to Haysite Reinforced Plastics LLC for the construction and initial operation of two additional puller sources (reconstructed) and one replacement puller source at their facility in Millcreek Township, Erie County. Haysite had installed Puller 9 and Puller 10 previously under plan approval 25-00783A. Those pullers replaced Puller 3 and Puller 4. Haysite would now like to reconstruct Puller 3 and Puller 4 then re-install them under this plan approval. Haysite also requests authorization to install a replacement for Puller 6. The new puller was described by Haysite as being identical to Puller 6. The pultrusion manufacturing process produces composite plastic products made from a fibrous substrate impregnated with a thermoset resin. Stranded continuous fibers, typically fiberglass or carbon fiber, are drawn into a continuous forming die which is injected with resin. The part is then heated to speed the polymerization of the resin. The material is cooled by air as it exits the die and is cut to length. The resin permanently cures when heated. The resin used contains styrene which is both a volatile organic compound (VOCs) and hazardous air pollutant (HAP). Emissions are generated when styrene in uncured resin evaporates. Emissions from the new puller sources will be limited to 5 tons/year of VOC/HAP each. A Best Available Technology (BAT) analysis was conducted by Haysite for the feasibility of add on controls. The 5 tons/year emission rates were electively restricted to avoid Potential to Emit rates which were not representative and could have created the need for control devices. Public notice is required for sources required to obtain a Plan Approval in accordance with 25 Pa. Code §127.44. The Plan Approval will contain testing, recordkeeping, emission restriction, reporting, monitoring, and work practice requirements designed to keep the facility operating within all applicable air quality requirements. The following special conditions are part of the draft plan approval: Incorporation of the plan approval into a current Operating Permit is contingent upon satisfactory compliance with the plan approval conditions, and upon satisfactory demonstration that the emissions from the source will not be in violation of DEP’s applicable Rules and Regulations. Unless otherwise modified in this plan approval, the conditions in TV Permit 25-00783 remain in effect. If at any time the Department has reason to believe that the air contaminant emissions are, or may be, in excess of any applicable air contaminant emission limitation, the owner or operator shall conduct such stack tests or source tests requested by the Department. All logs and required records shall be maintained on site for a minimum of five years and shall be made available to the Department upon request.The owner or operator of the facility shall generate and maintain records that clearly demonstrate to the Department that the facility is in compliance with all emission limitations. The Department reserves the right to request additional information necessary to determine compliance with the plan approval. RECORD KEEPING: All manually generated log entries used to comply with the recordkeeping requirements of this plan approval shall include the following: Time and date of observation; Name, title, and signature of the person making the observation; and any corrective action taken as result of the observation. The Permittee shall maintain records of resin usage, and solvent usage, on a monthly basis (containing VOC and/or HAP). The Permittee shall maintain the Safety Data Sheet of each VOC and/or HAP containing resin and/or solvent. The Permittee shall calculate and maintain records of: Twelve Month Rolling Combined VOC Emissions; Twelve Month Rolling Combined HAP Emissions. MONITORING: On days which the plant operates, the permittee shall conduct daily inspections of the area surrounding the plant to detect the presence of fugitive emissions, visible emissions, and malodors. Any fugitive emissions, visible emissions, and/or malodors that are detected by plant personnel shall be reported to the Shift Supervisor. The Shift Supervisor shall record the event on the maintenance log. Appropriate corrective actions shall be taken and noted. REPORTING: The owner or operator shall notify the Department’s Air Quality Program within twenty-four (24) hours of the discovery of any malfunction which results in, or may possibly be resulting in, the emission of air contaminants in excess of any applicable limitation. EMISSION RESTRICTIONS: Emissions from each Puller shall not exceed (per source): 5.0 tons per year of combined HAP emissions based upon a twelve-month rolling total, 5.0 tons per year of VOC emissions based upon a twelve-month rolling total. In accordance with 25 PA Code 127.44(f)(1), all the pertinent documents regarding this application (applications, review memos, and draft approvals) are also available for review from 8:00 a.m. to 4:00 p.m. at the Meadville Regional DEP office (Air Quality). Appointments for scheduling a review must be made by calling the DEP @ (814) 332-6340. In accordance with 25 PA Code 127.44(f)(2), a 30-day comment period, from the date of publication, will exist for the submission of comments.
