City of Visalia Request for Proposals RFP-25-26-37 Professional Services for Three (3) Active Transportation Plan Projects (non-infrastructure)   The City of Visalia Purchasing Division, 707 W. Acequia Avenue, Visalia, CA is seeking proposals from qualified consulting firms to provide professional services for the Active Transportation Program (ATP) Non-Infrastructure (NI) Programs in support of city’s three (3) State and Federal ATP grant funded projects. The selected consultant will deliver a comprehensive package of services designed to build community awareness, encourage safe walking and bicycling, and evaluate behavior change outcomes across the three ATP projects. Proposals are due by 2:00pm (PST) on Tuesday, February 10, 2026.   This is a public works design contract and is subject to payment of prevailing wages, registration with the Department of Industrial Relations, and other requirements specified in the City of Visalia Labor Compliance Manual.
