INTRODUCTION
The City of Glendale (City) is seeking to establish a Job Order Contract (JOC) for indefinite delivery and indefinite quantity for various projects related to the City’s water and wastewater facilities and ancillary facilities. Interested contractors must have the ability to show experience and a proven track record in projects of the same nature and magnitude.
All qualified firms interested in providing the required services are invited to submit their qualifications. Responses must comply with the requirements specified in the Request for Qualifications (RFQ).
PROJECT DESCRIPTION
The City of Glendale (City) is the 6th largest city in Arizona, with an estimated population of 260,000 and a municipal planning area (MPA) of approximately 92 square miles. The City’s Water Services Department provides services for high quality potable water, wastewater collection and stormwater management systems.
The City’s potable water facilities include three surface water treatment plants - Pyramid Peak WTP, Cholla WTP, Oasis Surface WTP, one groundwater treatment plant – Oasis Gound WTP, seven active wells, seven reservoirs, approximately 1,040 miles of water pipe, including 24,000 valves, 8,400 hydrants and 62,660 meters. The City’s wastewater collection system is comprised of two water reclamation plants – Arrowhead Ranch WRF and Western Area WRF, approximately 700 miles of sewer pipe, and 14,400 manholes and cleanouts. This JOC program will focus on the City’s water and wastewater treatment facilities and ancillary facilities such as sewer lift stations, well sites, PRV sites, and pump stations. The City’s water and wastewater distribution systems are not included as part of this JOC program. The City budgets approximately $10 million annually for water/wastewater treatment facility repairs, replacement, and maintenance.
SCOPE OF WORK
The selected contractors will be expected to deliver turn-key projects, including all permitting and compliance with regulatory requirements. This JOC will include work tasks as required on wet utility pipeline construction projects including the rehabilitation and replacement of water and wastewater treatment facilities and ancillary facilities located on city owned properties and within public right of way and easements. It may also include ancillary work within other city owned properties.
PRE-SUBMITTAL CONFERENCE
A pre-submittal conference will be held on Tuesday, January 27, 2026, at 10:30 am. The meeting will be held virtually on Zoom, Meeting ID: 869 3237 1699, Passcode: 280848. At this meeting, staff will discuss the scope of work, general contract issues and respond to questions from the attendees. Because City staff may not have time to respond to individual inquiries regarding this JOC opportunity outside of this pre-submittal conference, it is strongly recommended that interested firms have a representative join the pre-submittal conference.

The RFQ submittal due date is: Thursday, February 12, 2026, no later than 2:00 p.m. Proposals must be submitted through the Vendor Self Service site.
