2026 NOTICE TO CONTRACTORS TO PREQUALIFY FOR WORK ON
DESERT SANDS UNIFIED SCHOOL DISTRICT PROJECTS
1. Notice is hereby given that the Desert Sands Unified School District (“District”) has determined that all contractors holding an A, general engineering, or B, general building, license and all electrical, mechanical or plumbing subcontractors holding C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and/or C-46 licenses bidding or subcontracting for District projects going out for bid must be prequalified prior to being permitted to bid on a District project. Pursuant to California Public Contract Code section 20111.6, all bidders holding an A or B license and all electrical, mechanical or plumbing subcontractors holding C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and/or C-46 licenses, listed by bidders for District projects going out for bid after January 1, 2014, and involving a projected expenditure of $1 million or more that are eligible for state bond funding, must be prequalified prior to being listed as a subcontractor by a bidder submitting a bid on the Project.
2. Any contractor interested in being prequalified for District projects must submit fully completed and sealed District prequalification forms and financial information (“Prequalification Package”) to the District. Prequalification Packages will be received on or before January 30, 2026, via email ONLY, Attn: Maria Verdugo-Verdel at maria.verdugo-verdel@desertsands.us.
3. Interested contractors must download the 2026 CONTRACTOR PREQUALIFICATION PACKET by creating an account and logging on to www.dsusdplanroom.com or by calling (909) 514-0704, or by emailing bid@aandirepro.com and requesting assistance to register and download the 2026 CONTRACTOR PREQUALIFICATION PACKETon/or after January 14, 2026. Interested contractors are solely responsible for creating an account and downloading the Packet from the plan room website listed above. There is NO COST for obtaining a digital download of the 2026 CONTRACTOR PREQUALIFICATION PACKET from the website.
4. To prequalify, a contractor is required, in addition to other criteria, to possess an applicable State of California Contractor License, which must remain active and in good standing throughout the term of the District project.
5. If a contractor performs work for a District project, the contractor shall pay all workers on all work performed pursuant to a contract for the Project not less than the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work as determined by the Director of the Department of Industrial Relations, State of California, for the type of work performed and the locality in which the work is to be performed within the boundaries of the District, pursuant to section 1770 et seq. of the California Labor Code.
6. To prequalify, a contractor is required to be registered as a public works contractor with the Department of Industrial Relations. The contractor’s registration must remain active throughout the term of the contractor’s prequalification.
7. Prequalification Packages submitted by contractors are not public records and are not open to public inspection. All information provided will be kept confidential to the extent permitted by law. The contents may be disclosed to third parties for purposes of verification, or investigation of substantial allegations, or in the appeal process, however. State law requires that the names of contractors applying for prequalification status shall be public records subject to disclosure.
8. A contractor may be denied prequalification status for either omission of requested information or falsification of information.
