Sealed bids/quotes for the construction of the following project will be received at the office of Meyer, Meyer, LaCroix & Hixson, Inc., 100 Engineer Place, Alexandria, Louisiana, 71303, located in England Air Park, until 11:00 a.m. on Tuesday, February 10, 2026, at which time and place bids will be publicly opened and read. No bids will be received after 11:00 a.m.

Bids must be submitted on the forms provided by the Contracting Agency, must be prepared in accordance with Section 2 of the 2018 Edition of the Louisiana Department of Transportation and Development, Office of Multimodal Commerce, General Provisions and must include all the information required by the bid form. Bidding documents are available from the Engineer and will not be issued later than 24 hours prior to the time set for opening the bids. Each bid shall include a proposal guaranty in an amount not less than specified above.
The contract will be awarded to the lowest responsible, responsive bidder without discrimination on grounds of race, color, sex, or national origin. Disadvantaged businesses will be afforded full opportunity to submit bids.
A copy of the bid documents may be obtained from the office of the Engineer at a cost per copy of $40.00, which represents the cost of reproduction and handling, and is non-refundable. Any requests for bid documents shall be accompanied by payment in full. Prime Bidders must obtain Bidding Documents from the Office of the Engineer OR Central Auction House website.
The award of a contract, if awarded, will be made to the lowest qualified bidder whose proposal complies with all requirements prescribed within 45 calendar days after opening proposals. However, when the contract is to be financed by bonds which are required to be sold after receipts of bids, or when the contract is to be financed in whole or part by federal or other funds not available at the time bids are received, the time will not start until receipt of federal and/or state concurrence or concurrence of the other funding source. Award will be within 45 calendar days after the sale of bonds or receipt of concurrence in award from federal and/or state agency or other funding source. The successful bidder will be notified by letter mailed to the address shown in the proposal that the bidder is awarded the contract.
On projects involving state funds the award of contract will also be contingent upon concurrence by the appropriate state agency.
The right is reserved to reject bids and waive informalities.
It is the policy of the Central Louisiana Regional Port to practice nondiscrimination based on race, color, sex or national origin in the award or performance of this contract. Any firm qualifying under this solicitation is encouraged to submit bids/proposals.
In an effort to encourage and enhance economic development, all bidders and proposers are encouraged to make good faith efforts to subcontract a portion of the prime contract to small business concerns owned and controlled by socially and economically disadvantaged individuals, which for purposes of this solicitation shall be considered DBE’s, pursuant to 49 CFR Part 26. DBEs are deemed individuals who are rebuttably presumed to be socially and economically disadvantaged. These individuals include: Women, African Americans, Hispanics, Native Americans, Asian-Pacific Americans and Asian-Indian Americans.
If selected, the low bidder will be asked to provide information establishing its efforts to subcontract with small businesses that are owned and controlled by socially and economically disadvantaged individuals. The information will include (1) the name and address of each DBE, (2) a description of the work to be performed by each named firm, (3) the dollar value of the contract (subcontract), (4) written documentation of the bidder/offeror’s commitment to use a DBE, and (5) written confirmation from DBE that it is participating in the contract as provided in the commitment made under (4).
