Scope of Work
The City of Phoenix is seeking a qualified consultant team to provide Engineering services for Phoenix Sky Harbor International Airport Airfield Lighting Vaults Modernization project. Services may include design and possible construction administration and inspection. This project site is located at 3400 East Sky Harbor Boulevard, Phoenix, AZ 85034. The estimated total construction cost for this project is $21 million.
Pre-Submittal Meeting Information
A pre-submittal meeting will be held at 1:00 pm on Thursday, January 22, 2026, at AVN DCS Diamondbacks Conference Room, 500 S. 24th Street, Phoenix, Arizona 85034 AND via Teams. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested consultants attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be submitted through the Procurement Portal.
Request For Qualifications Packet
On Thursday, January 15, 2026 the Request for Qualifications (RFQ) packet may be downloaded from the Procurement Portal at: https://procurement.opengov.com/portal/phoenix
Consultants receiving a copy of the Request for Qualifications through any other means are strongly encouraged to download the RFQ from the City webpages above.
Firms must be registered in Procurement https://procurement.opengov.com/portal/phoenix as a vendor to submit a Statement of Qualifications.
General Information
The City of Phoenix will provide reasonable accommodations for alternate formats of the Request for Qualifications by calling Anna York at (602) 534-3691 or TTY 711. Requests will only be honored if made within the first week of the advertising period. Please allow a minimum of seven calendar days for production.
