Bids will be publicly opened and read aloud in the Shreveport Chamber of Commerce Meeting Room after 2:00 pm. There will be a Mandatory Pre-Bid Meeting held on February 4, 2026, at 10:00 a.m. at The Shreveport Chamber of Commerce Building located at 400 Edwards Street, Shreveport, LA 71101. All prospective bidders shall be present at the beginning of the pre-bid conference and shall remain in attendance for the duration of the pre-bid conference. Any prospective bidder who fails to attend the conference or remain for duration shall be prohibited from submitting a bid for the project. Bids shall be submitted on the official Bid Form furnished with the bid package and those submitted otherwise will not be considered or accepted. Although any addenda issued will be transmitted to all prime bidders who request bid documents, it shall be the Bidder’s responsibility to make inquiry as to any Addenda issued in accordance with LA 38:2212. C(2)(a). Each proposal must be accompanied by a bid security, which may be a certified check, cashier’s check, or bid bond, for an amount not less than 5% of the amount of the bid, made payable to the City of Shreveport, Louisiana. An acceptable performance/payment bond equal to 100% of the contract price along with a maintenance bond equal to 10% of the contract price will be required of the successful bidder. Only the lowest responsive bidder will be required to submit the Attestation Form (Felony Conviction Statement within ten days after the bid opening. The successful bidder will agree to commence work under this contract on or before a date to be specified in the Notice to Proceed and fully complete the project One Hundred Twenty (120) Calendar days. Bidder will pay as liquidated damages, the sum of $500 for each consecutive day thereafter. On any bids submitted in the amount of $50,000 or more, the Contractor shall be licensed under Louisiana Revised Statutes 37:2150-2163 and show his license number on the bid and on the envelope in which it is submitted. Any Subs being Electrical, Mechanical, or Plumbing (plumbers bidding Mechanical work) shall be licensed under Louisiana Revised Statute 37:2156 for bids submitted in the amount of $10,000 or more.
