1.01 Description of Work:
The City of Canton is seeking a contractor to perform ditch and culvert cleaning in One (1) mile segments of the Crisco Ditch, in the City of Canton. The contract may also include additional drainage maintenance projects as described by Mr. Glenn Cotton, and/or Mr. Melon Garrett [City of Canton Public Works, and Landfill Departments].
Expected duration: 2-4 months

Upon release of this invitation, all vendor communications concerning this information request should be directed in writing to the Coordinator(s) listed above, and/or the City Clerk, Dr. Chuconna Andereson. Any oral communications whether done as noted herein, or otherwise, are considered unofficial and non-binding communications on the City.

2.01 Bidding Schedule and Submittal:

2.02 Qualification of Bidders/General Scope of Work
This Request for Proposal is being issued for a qualified professional firm to provide all labor, materials, and services outlined in the scope of work for the complete drainage improvement project. The City does not discriminate based on age, sex, ethnic origin, religion, or disability in accordance with applicable laws and Federal regulations, if any. In addition, the City of Canton has determined that Winter weather offers the most optimal weather conditions for performing said work.
Any potential responder may meet with the individuals as referenced as coordinator(s); however no official pre-bid conference will be held.
The purpose of this Notice is to engage a qualified contractor to complete the drainage improvements including but not limited to; pipe removal, replacement, excavation, grading, and site restoration per City specifications, in one (1) mile segments of the Canton Crisco Ditch. In addition, all proposals timely submitted, will be reviewed and evaluated by the City of Canton.
A more detailed scope of work may be obtained from the coordinator(s) as listed above.
Criteria for evaluation may include the following:
I. Demonstrated ability to perform the required work
II. Cost and timeline of project
III. Compliance with applicable regulations (state and federal, if any)
IV. References and past performance on similar projects
The lowest and best bidder, will be recommended for award, and final approval of a contract award will be made by the City of Canton Mayor and Board of Aldermen.
The City reserves the right to request corrections or additional information, from any potential bidder or responder. Failure to respond within 72 hours may result in disqualification.
Acceptance or Rejection of Proposals:
The City reserves the right to reject any or all proposals when such rejection is deemed in the City of Canton’s best interest.
Hold Harmless:
By submitting a response, contractors acknowledge the City reserves full discretion in selecting a contractor and waiving any claims related to the selection process.
Response Format
General:
This section must be entirely typed or neatly printed in black or blue ink. Any officer or authorized representative must sign the proposal in blue or black ink. Incomplete responses may result in disqualification.

3. Copy of liability insurance
4. Itemized bid sheet(s) (including labor, materials, equipment)

6. Copy of contractor’s license
7. Original signatures in blue or black ink
In addition, the City of Canton reserves the right to amend the deadline(s), if necessary, until a reasonable and un-prejudicial time. In the event that said deadline(s) are amended, all bidders known to have received an invitation to bid from their proposal by way of notice or request, will therefore be notified of the amended auction deadline. [While proposals may be submitted via electronic or in person, only electronic bids will be accepted for the reverse auction process].
The City reserves the right to reject any and all bids, and to waive any informalities and to accept all or any part of any bids or proposals as they deem to be in the best interest of said City, and to revise and amend specifications as provided by law.
The City reserves the right to utilize “anti-sniping” for reverse auctions. Anti-sniping is a tool that automatically extends the bid time for reverse auction by five (5) minutes if a vendor places a bid in the final five (5) minutes of the reverse auction. The anti-sniping effect will auto extend the reverse auction bid time any time a bid is placed in the last five (5) minutes
of the reverse auction and can auto extend the reverse auction multiple times until the bidding on the reverse auction ends.
