LEGAL NOTICE
The following are summaries of ordinances adopted by Canton City Council on Jan. 5, 2026. The complete text of the ordinances may be obtained for 10 cents per page or viewed free at the office of the Clerk of Council in City Hall, 218 Cleve. Ave. S.W., Canton, Ohio 44702, during non holiday weekdays from 8:00 a.m. to 4:30 p.m.
Ordinance No. 1/2026
The Mayor or Service Director is authorized to enter into a professional services contract in an amount not to exceed $60,000 with Shumaker Advisors for state and local government relations services. Adopted as an emergency.
Ordinance No. 2/2026
The Mayor, Service Director or Safety Director are authorized to apply for, enter into agreement for, and receive funds from all potential funding sources, including but not limited to those outlined on Ex. A of the ordinance. Adopted as an emergency.
Ordinance No. 3/2026
The Mayor and/or Service or Safety Directors are authorized to: advertise, receive bids, award, and enter into various contracts pursuant to Canton Codified Ordinance (CCO) Section 105.09 for the purchase of supply equipment, items, materials, supplies, and services; enter into professional services contracts pursuant to Section 105.10 for the applicable professional services; enter into contracts pursuant to O.R.C. Sections 735.05 with qualified nonprofit agencies as defined by Sections 4115.31 to 4115.35 of the R.C. for the foregoing purchases, services, and contracts and contracts utilizing any purchasing process authorized by either the ORC or CCO, and enter into change orders and/or contract amendments for said purchases listed on Ex. A during the 2026 calendar year. Authorization is granted for the above contracts to be multiple year contracts and/or contain renewal provisions where required or beneficial to Canton. Council waives the informal resolution requirements of Ordinance 105.09 for supply items and services approved through this ordinance. The Auditor is authorized to pay all moral obligations for contract change orders that are otherwise approved by the Board of Control pursuant to Ordinance 105.14 within the established dollar amount thresholds for contracts entered into pursuant to this ordinance. Ordinance No. 4/2026
The appropriate appointing authority, during calendar year 2026, is authorized to sell City owned personal property which is not needed for public use, or is obsolete or unfit for the use for which it was acquired, by internet auction pursuant to ORC 721.15(D). Council authorizes the internet auctions be conducted under the authority and direction of the Service Director or his designee(s) and the auctions be conducted by GovDeals internet auction service. Council requires that all internet auction sales be conducted pursuant to the rules and regulations promulgated and in effect for GovDeals.com and requires that for each internet auction sale, bidding shall remain open for not less than ten days, including Saturdays, Sundays and legal holidays. The Service Director is authorized to establish minimum prices for items being sold via internet auction. Council requires prior to the performance of any internet auction that the Service Director or his designee(s) provide notices to be advertised and posted pursuant to ORC 721.15(D). Adopted as an emergency.
Ordinance No. 5/2026
The ordinances listed in Ex. A of the ordinance are reenacted, ratified and reauthorized with the same binding legal force and validity as originally adopted by this Council. The Mayor, Service Director, Safety Director or the appropriate appointing authority are authorized to complete the contracts previously authorized by the ordinances contained in Ex. A and make them retroactive to Jan. 1, 2026 where applicable. The Law Director, in conjunction with the appropriate appointing authority, is authorized to make ministerial changes, such as correction of dates, to the foregoing reenacted contracts provided the changes or amendments do not involve additional costs or result in substantive changes. Adopted as an emergency.
Ordinance No. 6/2026
The Mayor or Service Director is authorized to enter into Change Order No. 3 with CPS Construction Group in an estimated amount of $93,382.84 for the City Hall Parking Garage Repair Project. Appropriation Ord. No. 243/2025 is amended by making the supplemental appropriation of $94,000 from the Unappropriated balance of 4501 Capital Projects Fund. The Auditor is authorized to pay all moral obligations related to this change order retroactively authorizing all actions taken in relation to its completion. Adopted as an emergency.
