ADVERTISEMENT FOR BIDS NORTHERN TIOGA SCHOOL DISTRICT 110 ELLISON ROAD, ELKLAND, PA 16920 NORTHERN TIOGA SCHOOL DISTRICT ATHLETIC FACILITY IMPROVEMENTS General Notice The Northern Tioga School District (Owner) is requesting Bids for the construction of the following Project: N. Tioga School District Athletic Facility Improvements LDG Project No. 5433-003 Bids for the construction of the Project will be received at the Issuing Office located at Northern Tioga School District Office, 110 Ellison Road, Elkland, PA 16920 until Wednesday, February 18, 2026 at 2:00 p.m. local time. At that time the Bids received will be publicly opened and read. The Project includes the following Work: This project consists of the construction of new athletic facilities at the Cowanesque Valley High School and the Williamson High School. This project is to be awarded to one general contractor and all improvements shall take place under the same overall project schedule. Improvements at the Cowanesque Valley High School include the construction of a traditional lawn soccer/football athletic field complete with a new artificial track, new bleachers and several new bleacher pads, a new 22,232-sqft. restroom/concession stand building, new track and field event areas, tennis court resurfacing and installation of new nets, and stormwater management basin construction. This work is to be permitted under a PaDEP General PAG-02 NPDES permit. Improvements at the Williamson High School include the construction of a synthetic turf soccer/football athletic field complete with a new artificial track, new bleachers, a new 22,232-sqft. restroom/concession stand building, new track and field event areas, reconstruction of a traditional lawn practice soccer/football field, and the construction of a new softball field and parking area. This work is to be permitted under a separate PaDEP General PAG-02 NPDES permit. Bids are requested for the following Contract: N. Tioga School District Athletic Facility Improvements The Project has an approximate duration of 350 days. Interested parties are required to register on the website for the ability to view and/or acquire construction drawings and project manual for this project. It is the responsibility of any person or organization interested in a hard copy of the bidding documents to pay all costs associated with printing. Pre-bid Conference A non-mandatory pre-bid conference for the Project will be held on Wednesday, January 28, 2026 at 10:00 am at the Williamson Jr Sr High School complex. The school address is 33 Jct Cross Rd, Tioga, PA 16946. Attendees are to meet in the main office for attendance and project summary review. Questions and concerns will be accepted for future responses. Following this summary meeting, the meeting will move externally to the Williamson turf field and softball field locations. Following the completion of the Williamson High School meeting, attendees will travel to the Cowanesque Valley High School for field examination of that project area. The Cowanesque Valley High School address is 51 N Fork Rd, Westfield, PA 16950. After the Cowanesque Valley High School field examination, all parties will have the opportunity to reconvene in the Cowanesque Valley High School office for an additional question / comment period. Attendance at the pre-bid conference is encouraged but not required. Answers to questions and comments received at the pre-bid meeting will be provided to all bidders. Bid Bond. A certified check or bank draft payable to the order of Northern Tioga School District, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. Bid bonds shall be released back to the contractors if their bid is unsuccessful. Instructions to Bidders.
