NOTICE OF PUBLIC
HEARING
Notice is hereby given of intent that a Public Hearing will be held by the County of Broome, Department of Public Transportation at the request of interested parties, within 30 days of this publication. Further note, that unless the information presented herein is changed, this will serve as the final notice for the Program of Projects.
1. Notice is also given that Broome County has applied for financial assistance from the Federal Transit Administration, pursuant to the Urban Mass Transportation Act of 1964 as amended, and the Intermodal Surface Transportation Efficiency Act of 1991.
2. Financial operating and capital assistance is being sought from the U.S. Department of Transportation, Federal Transit Administration for BC Transit transportation services for the period 1/1/26 through 12/31/26.
3. The estimated total operating cost is $15,543,837. The following sources of funding are presently anticipated: U.S. DOT Section 5307 funds of $5,804,219. Local share will be $9,739,618 to be divided as follows: New York State Department of Transportation $6,013,950; Passenger and other operational $3,725,668. Capital costs will be incurred by performing Preventative maintenance on the bus fleet. The estimated cost is $2,500,000. The following sources of funding are presently anticipated: The U.S. Department of Transportation $2,000,000, Local Share will be $500,000 to be divided as follows: NYS DOT $250,000, Broome County $250,000. Additional capital costs will be incurred for the purchase of 7 Electric 40’ Coach buses, solar and battery electric storage system with a project total of $15,637,902. The combined projects of coach buses, solar and BESS are estimated at $12,579,185 Federal funds $1,677,551 in NYS DOT funds and the balance of $1,381,166 Local funding. Buses are to be delivered in early spring of 2026. The 2026 Capital Plan includes the addition of 3 more battery electric coach buses, but they will not arrive until 2029. Funding on this project consists of $3,343,931 in NYS DOT funds and the balance of $371,548 to be local share. Additional Bus Shelters, 2 cutaway buses and repairs to the roof at the Intermodal facility on Chenango street are also expected for 2026. The balance of any remaining capital funding will be determined during 2026.
4. Relocation – No persons, families or businesses will be displaced by these projects.
5. Environment – These projects will not have a significant environmental impact upon the Binghamton urbanized or Broome County area.
6. Comprehensive Planning – These projects are in full conformance with comprehensive land use and transportation planning in the Broome County area and have been included within the Binghamton Metropolitan Transportation Study’s Transportation Improvement Plan.
7. Elderly and Disabled – All applicable federal, state and local requirements relative to the special needs of elderly and physically disabled persons will be complied with in connection with these projects.
8. Should a hearing be held, Broome County will afford an opportunity for interested persons or agencies to be heard with respect to the social, economic, and environmental aspects of the projects. Interested person may submit orally or in writing evidence and recommendations with respect to said projects.
9. A copy of the application for the federal grants for these proposed projects is currently available for public inspection at the Broome County Department of Public Transportation Offices, 413 Old Mill Road, Vestal, NY 13850.
