CONDITIONAL USE REZONING CASE: REZONE 2025-91
Bill Clark Homes of Wilmington, LLC, applicant, on behalf of Heritage East Holdings, LLC, owner, is requesting the approval of a Conditional Use Zoning Map Amendment to rezone an approximately 19-acre portion of a larger parcel totaling approximately 48 acres from the RP, Residential Performance, zoning district to a conditional zoning district for the purpose of building 104 townhomes. The subject property is located north of St Johns Church Rd, between Alfonso Nixon Dr and R J Nixon Rd in the Topsail Township and may be further identified by Pender County PIN 3293-36-9546-0000.
CONDITIONAL USE REZONING CASE: REZONE 2025-92
Andrew Smith, applicant, on behalf of Burgaw Land Holdings, LLC, owner, is requesting the approval of a Conditional Use Zoning Map Amendment to rezone one parcel totaling approximately 55.63 acres from the RA, Rural Agricultural, zoning district to a conditional zoning district for the purpose of building 85 single-family homes. The subject property is located north of NC Hwy 210, approximately 500ft east of the intersection of NC Hwy 210 and Larks Landing Rd in the Long Creek Township and may be further identified by Pender County PIN 3205-82-5856-0000.
GENERAL USE REZONING CASE: REZONE 2025-94
Kenneth Lloyd, applicant, on behalf of Whitebridge Development LLC, owner, is requesting the approval of a General Use Zoning Map Amendment to rezone an 11.36-acre portion of three tracts of land from the PD, Planned Development, zoning district, and the RP, Residential Performance, zoning district to the GB, General Business, zoning district. The subject properties are located east of US Hwy 17 and are north and south of Whitebridge Rd., at the intersection of US Hwy 17 and Whitebridge Rd. in the Topsail Township and may be further identified by Pender County PIN(s) 3281-39-0902-0000, 3282-30-4782-0000, and 3282-30-1683-0000.
ZONING TEXT AMENDMENT CASE: ZTA 2026-34
Pender County Planning & Community Development, applicant, is requesting the approval of a Zoning Text Amendment to the Pender County Unified Development Ordinance (UDO). Specifically, the request is to amend Section 7.10.5, Surfacing, to allow for more surfacing design options to encourage the use of pervious (permeable) surfacing materials in parking lots and vehicular use areas.
