January 12, 2026 – 6:30PM
Call to Order: The regular City Council meeting was called to order by Mayor Joe Stuetelberg at 6:30 p.m. at Minburn City Hall. Council members present: Carson Beigger, Megan Cline, Laura Helm, and Andrew McGuire.
Approval of Agenda: Motion by Cline, second by Helm, to approve the agenda. Motion carried unanimously.
Approval of Minutes: Motion by Cline, second by Biegger, to approve the minutes of the 12/15/2025 meetings. Motion carried unanimously.

Approval: Motion Helm, second Cline to approve appointment of Brent Robbins to fill vacant city council seat. Motion carried unanimously.
Approval: Motion Cline, second Biegger to approve the Annual Urban Renewal Report. Motion carried.
Approval: Motion Cline, second McGuire to approve liquor license for American Legion’s Stag Night scheduled for January 31, 2026. Motion carried.
Planning: Fire Department FY26-27 budget requests submitted. No action taken
Planning: Maggie Jambor presented the Minburn Public Library’s year-end slideshow to report detailed numbers for attendance at library events throughout the year. She also presented FY26-27 budget requests. No action taken.
Planning: Motion Cline, second Helm to approve Date and Time for Max Property Tax Levy Public Hearing for Monday, February 9th, 2026, 6:15pm at Minburn City Hall. Motion carried.
Planning: Motion Cline, second Biegger to approve Budget Workshop Dates 1/22/2026 & 2/3/2026, 6:30pm at Minburn City Hall. Motion carried.
Discussion: Mayor Stuetelberg informed the council of an opportunity to beautify the bike trail along HWY169 in coordination with local residents, heartland coop, and Minburn. No action taken.
Resolution: Motion Cline, second Biegger to approve resolutions 2026-01 Naming Depositories, 02 Newspaper and Police, 03 Mileage Reimbursement, 04 Approving Supplemental Record, 05 LOST fund transfer, 06 Authorizing Payments, & 07 Appointing City Attorney. Motion carried unanimously.
Council Comments: Councilmember Cline discussed 4th of July planning process.
Public Works Comments: Director informed council of new residents in town, grinder pump repairs, and increasing Xenia water rates.
City Hall Comments: Clerk informed council that research for new city software will be commencing.
Adjournment: Motion by Cline, second by Biegger to adjourn. Motion carried unanimously. The meeting was adjourned at 7:25 p.m.
