NOTICE OF HEARING ON
KANSAS DEVELOPMENT FINANCE AUTHORITY
REVENUE BONDS
A public hearing will be held on February 10, 2026 in the conference room of Kansas Development Finance Authority (the “Authority”), 534 South Kansas Avenue, Suite 800, in Topeka, Kansas at 9:00 a.m., or soon thereafter, on the proposed issuance or reissuance under a plan of finance by the Authority in one or more series of exempt facility housing revenue bonds or other obligations (the “Bonds”) in a principal amount not to exceed $10,000,000. The Bonds will be issued pursuant to K.S.A. 74-8901 et seq. (the “Act”) to finance a portion of the costs of the acquisition and rehabilitation of an approximately 37-unit qualified residential rental project under Section 142 of the Internal Revenue Code, located at or about 248 N. Santa Fe Avenue in the City of Salina, Kansas, in, or adjacent to, the building commonly known as the Lee Hardware Co. building, and generally bordered on the north by East Elm Street, on the south by East Ash Street, on the west by North Santa Fe Avenue, and on the east by North 5th Street, and expected to be known as Lee Warehouse Lofts Phase III (the “Project”). A significant beneficial party of interest for the Project will be OPG Lee Lofts Partners III, LLC, a Kansas limited liability company (the “Borrower”).
The Bonds will be limited obligations of the Authority, payable solely from revenues pledged by the Borrower, and will not constitute a general obligation or indebtedness of the State of Kansas or any political subdivision thereof, nor will the Bonds constitute an indebtedness for which the faith and credit and taxing powers of the State of Kansas are pledged, but the Bonds will be payable solely from revenues pledged by the Borrower in amounts sufficient to pay the principal of, interest and redemption premium, if any, on the Bonds.
