Scope of Work The City of Phoenix is seeking a qualified contractor to provide preconstruction services and complete construction services for the Phoenix Sky Harbor International Airport Terminal 4 Roof Replacement N2, N3, and Connector Bridges 2-Step Construction Manager at Risk (CMAR) project. The purpose of this project is to replace the roofing system on Terminal 4 N2, N3, the north and south transfer bridges, and the east crossover bridge with a modern roofing system. The selected CMAR will work as a team with the designer of record and City staff to ensure an efficient design approach for the project. This project site is located at Phoenix Sky International Airport. The estimated total cost for construction for this project is $7 million. This project will utilize federal funds and is subject to the requirements of 49 Code of Federal Regulations Part 26.
Pre-Submittal Meeting Information
A pre-submittal meeting will be held at 1:00 pm on Thursday, February 5, 2026, at Diamondbacks Conference Room, AVN Design and Construction Services Building, 500 S. 24th Street, Phoenix, AZ 85034 AND via Teams. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested consultants attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be submitted through the Procurement Portal.

Firms receiving a copy of the Request for Qualifications through any other means are strongly encouraged to download the RFQ from the City webpage above.
