Scope of Work
The City of Phoenix is seeking a qualified contractor to provide construction services for the project listed below. The project includes site grading and subgrade compaction for the apron areas located north and west of the new Terminal 3 North 2 Concourse. The scope of work encompasses pavement layout and design, site grading, subgrade preparation/compaction, and the construction of storm drain structure lids only, performed in coordination with the CMAR Contractor, Construction will be executed in four phases and sequenced to align with the CMAR's project schedule and operational requirements.
The project site is located at Phoenix Sky Harbor International Airport, 3400 E. Sky Harbor Boulevard, Phoenix, AZ 85034.
This is a federal-aid project. The prevailing basic hourly wage rates and fringe benefit payments, as determined by the Secretary of Labor pursuant to the provisions of the Davis-Bacon Act, shall be the minimum wages paid to the described classes of laborers and mechanics employed or working on the site to perform the contract.
This project will utilize federal funds and is subject to the requirements of 49 Code of Federal Regulations Part 26.
No goal has been established for this project.
The City of Phoenix, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252.42 U.S.C. §§ 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
Pre-Bid Meeting
A pre-bid meeting will be held at 10:00 am on Friday, February 6, 2026, at Diamondbacks Conference Room, AVN Design and Construction Services (AVN DCS) Building, 500 S. 24th Street, Phoenix, AZ 85034 AND via Teams. At this meeting, staff will discuss the scope of work, general contract issues and respond to questions from the attendees. As City staff will not be available to respond to individual inquiries regarding the project scope outside of this pre-bid meeting, it is strongly recommended that interested firms send a representative to the pre-bid meeting.

General Information
The City reserves the right to award the contract to the lowest responsible responsive bidder or all bids will be rejected, as soon as practicable after the date of opening bids.

Requests will only be honored if made within the first week of the advertising period. Please allow a minimum of seven calendar days for production.
