COMPLIANCE WITH OPEN MEETING LAW NOTIFICATION [§19.84(2)].
President Wyman called the regular meeting of the Oshkosh Area School District (OASD) Board of Education to order on January 14, 2026, at 6:00 p.m. Secretary Eileen Fitzpatrick verified that the meeting had been noticed pursuant to Wisconsin State Statutes.
ROLL CALL - Verification of Quorum
Present: DeWitt, Ford, Herzog, Hess, Smiltneek, Wright, Wyman
Absent: None
APPROVAL OF AGENDA
The Consent Agenda was moved to directly follow the Land Acknowledgement.
A motion was made to pull Resolution 3 from the Consent Agenda for individual consideration.
Moved by Ford, seconded by Wright. Unanimous upon roll call vote. Motion carried.
CONSENT RESOLUTION AGENDA
For the consent agenda, the Board has been furnished with background material on each item or has discussed it at a previous meeting. These will be acted upon with one vote without discussion.
The Board will consider approval of:
1. Personnel
A. Temporary Appointments, Resignations and Salaries
B. Retirement
2. Updates to Neola Policies
A. 5310.01 - Emergency Nursing Services/Plan
B. 5530 - Student Prohibited Use or Possession of Intoxicants, Drugs, or Paraphernalia
C. 8120 - Volunteers
Moved by Herzog, seconded by DeWitt. Unanimous upon roll call. Resolution carried.
RESOLUTION 3
BE IT RESOLVED, that the Oshkosh Area School District Board of Education approve updates to Policy 0167.3 - Public Comments at Board Meetings as filed with the Secretary to the Board of Education.
Moved by Ford, seconded by Wright. Unanimous upon roll call vote. Resolution carried.
INDIVIDUALLY CONSIDERED RESOLUTIONS
A motion was made to amend Resolution 4 to include the removal of the current superintendent.
Moved by DeWitt, seconded by Hess.
Voting Yes: DeWitt, Hess
Voting No: Ford, Herzog, Smiltneek, Wright, Wyman
Motion failed by a vote of five to two.
A motion was made to pull items 17, 22, and 32 from Resolution 4 to be discussed and voted on at the second meeting in February.

Motion failed by a vote of five to two.
4. BE IT RESOLVED, that the Oshkosh Area School District Board of Education approve the budget reductions named in the document "REVISED 2026-27 Budget Reduction Recommendations (as of 01.09.26)", as filed with the secretary to the Board of Education.

Voting Yes: Ford, Herzog, Wright, Wyman
Voting No: DeWitt, Hess, Smiltneek
Resolution carried with a vote of four to three.
5. BE IT RESOLVED, that the Oshkosh Area School District Board of Education hereby directs the WASB Delegate to support or oppose resolutions forwarded to all WASB members prior to the convening of the assembly. The support and opposition should be aligned with the majority vote of the Board of Education.
BE IT FURTHER RESOLVED, that the WASB Delegate is directed to vote on amendments or resolutions that arise from the floor of the delegate assembly in a manner that is consistent with the position of the original resolutions as filed with the Secretary to the Board of Education on January 14, 2026 in accordance with the Rules, Regulations, and Policies of the Board of Education.

ADJOURN TO EXECUTIVE SESSION
