Sealed Proposals will be received electronically via PennBid until 2:00 p.m. prevailing time 20 February, 2026, at which time they will be opened with the results displayed publicly on PennBid after the proper evaluation time has been completed. Sealed bids shall be submitted electronically via the PennBid Program at www.pennbid.net.
The Proposal must cover all labor, equipment, materials and all other costs incidental to the work and construction of:

Weidman St. (3RD Street to Lincoln Ave) estimated quantities

5. Sealant material at all curblines, joints, seams, manholes, and all other pavement penetrations. Ensure proper tie-ins at all adjacent street seams 100 Linear feet
6. Base repair in some areas may be required. These areas will be identified during site walk/ preconstruction meeting. Estimate approximately 20-30 syds.
Contract Documents, including Drawings, Technical Specifications for the work done are available on PennBid.
A certified check or bank draft, payable to the order of the City of Lebanon, Negotiable U.S. Government Bonds (at par value), or a satisfactory bid bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total bid shall be submitted with each bid. Bids must be submitted unconditionally. No bidder may withdraw sixty (60) days after the scheduled closing time for receipt of bids.
Attention is called to the fact that there is a requirement for minimum salaries and wages to be paid on this project, and that the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
The contract will be awarded to the lowest responsible bidder, but the City of Lebanon reserves the right to accept or reject any or all proposals submitted.
This project is financed in part with Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD). This project is subject to the Davis-Bacon Act, and all laborers and mechanics shall be paid wages not less than those prevailing on similar construction as determined by the U.S. Department of Labor.
SECTION 3 PROJECT – NOTICE IS HEREBY GIVEN THIS IS A SECTION 3 PROJECT OF THE HOUSING AND URBAN DEVELOPMENT ACT OF 1968, AND MUST, TO THE GREATEST EXTENT FEASIBLE, UTILIZE PROJECT AREA BUSINESSES LOCATED IN OR OWNED IN SUBSTANTIAL PART BY PROJECT RESIDENTS.
Bids may be held by the City of Lebanon for a period of fifteen business days (15) from the date of bid opening (20 February 26) for the purpose of reviewing the Bids and investigating the qualifications of the Bidders, prior to the awarding of the Contract. Contractor will have 30 calendar days from the date of the notice to proceed to complete the work. Contract shall be awarded NLT 25 February 26.
All work shall be completed no later than (NLT) 16 April 2026 with all pertinent project completion paperwork submitted for processing NLT 22 April 2026.
The City of Lebanon has established minimum levels of participation for minority and women business enterprise (MBE/WBE) for each project in each bid category to be used solely as a guide in determining bidder responsibility. The minimum participation level for MBEs is 5% and for WBEs is 3%.
The bidders must submit documentary evidence of minority and women business enterprises who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. Those bids submitted without documentation will be considered incomplete and are subject to rejection.
The City of Lebanon in accordance with Title VI if the Civil Rights Act of 1964, 78 Stat, 252,42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A. Office of the Secretary, Part 21, Non-discrimination in federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notified all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on grounds of race, color or national origin in consideration for an award.
