INVITATION TO BID
Sealed proposals for PROJECT #26-01, GUE CR35/ TR3644 MR118 EDGEWORTH AVE 8TH STREET RD AND WILLS CREEK VALLEY DRIVE REHABILITATION will be received by the Board of Control of Cambridge, Ohio at the Mayor’s Office in the City Administration Building until 10:30 a.m., Local Time, March 4, 2026 and then and there publicly opened and read. The work under this improvement consists of everything necessary to complete the project as shown by specifications for said items on file in the office of the City Engineer, 814 Wheeling Avenue, Cambridge, Ohio.
Complete specifications, including contract and proposal forms and full information for bidders may be obtained from the office of the City Engineer, upon deposit of $100.00, NONE OF WHICH WILL BE REFUNDED. Plans and specifications will be mailed as soon as possible after receipt of the request. Failure to obtain the project documents as described will result in a non-responsive bid.
Attention of bidders is called to the federal requirements contained in this bid packet, including insurance requirements, and the requirement for a payment bond and performance bond for 100% of the contract price. ODOT shall be named as an oblige on Bid Guaranty and Contract Bond. Only ODOT pre-qualified contractors are eligible to submit bids for this project.
The following forms must be completed and submitted as part of the bid package: Bid Guaranty & Contract Bond, Experience Statement, Time of Completion, Addenda Acknowledgment, Non-Collusion Affidavit, Property Tax Affidavit, Homeland Security Form, Guernsey County 25% Requirement, and Proposal Forms. Failure to complete the above forms and submit same at the bid opening will result in a non-responsive bid.
Each proposal must be accompanied by a bond with an approved surety company as surety, in the sum of 100 percent of the amount of the bid as surety for the execution of the contract, or certified check for the amount of 10 percent of the bid on some solvent bank within the City of Cambridge, and made payable to the Director of Public Service, Cambridge, Ohio.
Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its expenses on projects of similar size and complexity. The Owner intends and requires that this project be completed by September 11, 2026.
Bidders must comply with prevailing wage rates on Public Improvements in Guernsey County and the City of Cambridge, Ohio as determined by the Federal Davis-Bacon and Ohio Department of Industrial Relations wage rates.
An optional pre-bid meeting will be February 25, 2026, at 1:00 p.m. in City Council Chambers, 814 Wheeling Avenue, Cambridge, OH 43725. All questions pertaining to the project must be submitted in writing to the City Engineer no later than seven (7) days prior to the bid opening.
The estimated construction cost for PROJECT #26-01 is $1,569,444.42.
The City of Cambridge reserves the right to reject any and all bids. No bidder may withdraw their bid within thirty (30) days after the actual date of the opening thereof.
