NOTICE OF SPECIAL SCHOOL DISTRICT MEETING AND ELECTION
PERSONAL REGISTRATION AND AVAILABILITY OF ABSENTEE BALLOTS

PLEASE TAKE NOTICE that a Special School District Meeting and Election of the Windsor Central School District, Broome County, New York, will be held on March 31, 2026 in the locations in the election districts as hereinafter designated, at which the polls will be kept open between the hours of 10:00 o’clock A.M. and 8:00 o’clock P.M., Prevailing Time, for the purpose of voting by paper ballot upon the following bond propositions:
BOND PROPOSITION – CAPITAL IMPROVEMENT PROJECT
Shall the following resolution be adopted, to wit:
RESOLVED, shall the Board of Education of the Windsor Central School District, Broome County, New York, be authorized to construct improvements to and to reconstruct various School District buildings and facilities, including original furnishings, equipment, machinery, apparatus, appurtenances, site improvements, including athletic field and facility improvements, and other incidental improvements and expenses in connection therewith, at a maximum estimated cost of $16,300,000, and that $1,900,000 of monies from the 2017 Capital Reserve Fund shall be used to pay a portion thereof, and that the remaining $14,400,000, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and in anticipation of such tax, obligations of said School District shall be issued.
ABSENTEE AND EARLY MAIL-IN BALLOTS: Absentee and early mail-in ballots may be applied for at the District Clerk’s Office. The District Clerk must receive applications for absentee and early mail-in ballots at least seven days prior to the vote if the ballot is to be mailed to the voter, or on or prior to March 30, 2026, the day before the vote, if the ballot is to be issued to the voter in person. The District Clerk must receive absentee ballots at said office not later than 5:00 PM on March 31, 2026. A list of all persons to whom absentee and early mail-in ballots shall have been issued will be available for public inspection in the District Clerk’s Office not less than five days prior to the date of the vote during regular office hours (8:00AM to 4:00 PM) until the day of the election, including each of the five days prior to March 31, 2026 except Sunday, March 29, 2026, and will be posted conspicuously at the polling places on March 31, 2026 during the hours of the Special District Meeting. Any qualified voter may submit a written challenge to the qualifications of any person whose name appears on the list of absentee voters and provide reasons therefore known to the District Clerk for transmittal to the Inspectors of Election on the date of the vote. In addition, any qualified voter may challenge the acceptance of the absentee voter’s ballot of any person on such list by making his/her reasons known to the election inspector before the close of the polls.
MILITARY VOTERS: Military voters who are qualified voters of the District may apply for a military ballot by requesting an application from the District Clerk at (607) 655-8216 or abarton@windsor-csd.org. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application not later than 5:00 p.m. on March 5, 2026 the date twenty-six (26) days before the election day. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail. In order to be counted, military ballots must be received by the District no later than 5:00 p.m. on the day of election.
Military ballots will be mailed or otherwise distributed no later than 25 days before the election. As noted above, military ballots must be received by the District Clerk by 5:00 p.m. on election day and showing a cancellation mark of the U.S postal service or a foreign country’s postal service, or showing a dated endorsement of receipt by another agency of the U.S. government or signed and dated by the military voter and one witness thereof, with a date which is ascertained to be not later than the day before the election. A list of all persons to whom military ballots shall have been issued will be available for inspection by qualified voters of the District, upon request, until the day of the Special School District Meeting and Vote.
PERSONAL REGISTRATION:
NOTICE IS HEREBY ALSO GIVEN that pursuant to Section 2014 of the Education Law, personal registration of voters is required for said Special District Meeting and no person shall be entitled to vote thereafter whose name does not appear upon the register of the School District or on the permanent personal registration lists of the County of Broome. Persons otherwise qualified to vote, who have been previously registered for School District voting and who have voted at any annual or special election during the four (4) calendar years prior hereto, need not personally register for this special election. Persons who have registered to vote in town, county, or national elections pursuant to Article 5 of the Election Law need not personally register for this special election. All other persons who wish to vote must register. Any person eighteen years of age or over, and a citizen of the United States, and a resident of the District for thirty (30) days next preceding the day for voting (and not otherwise prohibited from voting (i.e. mentally incompetent or convicted felon) is entitled to register and vote. Residents who need to register may do so between the hours of 1:00 P.M. and 3:00 P.M. on regular days of business at the office of the District Clerk located in the Windsor High School.
Anyone not presently registered will be registered in accordance with Section 2014 of the Education Law. Any person shall be entitled to have his/her name placed upon such register, provided that he/she is known or proven to the satisfaction of such District Clerk to be then or thereafter the person entitled to vote at the school meeting or election for which such registered is prepared.
Voters registered for general elections under Article 5 of the Election Law are eligible to vote at the March 31, 2026 election without further registration. Voters who have been previously registered for any annual or special meeting or election and who have voted at any such annual or special meeting or election held or conducted during the last four calendar years preceding 2026 are eligible to vote at the March 31, 2026 election without further registration.
The register prepared will be filed in the office of the District Clerk and will be open for inspection by any qualified voter of the District between the hours of 8:00 A.M. and 4:00 P.M. on each of the five days prior to the election including Saturday, March 28, 2026, as well as on the date set for the vote. The register will not be available on Sunday, March 29, 2026. The register will also be available for inspection on the day of the election at the polling place at Windsor High School.

FURTHER NOTICE IS HEREBY GIVEN, that Election Districts have been established in the School District. The boundaries of the Election Districts, as adopted by resolution of the Board of Education, and the place in each election district for voting at the Special District Meeting and Election shall be as follows:

CANCELLATION:
FURTHER NOTICE IS HEREBY GIVEN that in the event of a weather or other emergency which necessitates cancellation of the March 31, 2026 meeting, said Special District Meeting and Election shall be held on April 14, 2026 at the aforementioned time and places.
PUBLIC HEARING: A public hearing will be held to present information on these propositions on March 10, 2026 at 6:00 P.M. at Bell Elementary School.
