NOTICE OF PUBLIC HEARING
CITY OF ELIZABETH-PLANNING BOARD
PLEASE TAKE NOTICE that on Thursday, March 5, 2026 at 7:30 P.M., in the City of Elizabeth City Council Chambers, third floor of City Hall, 50 Winfield Scott Plaza, Elizabeth, New Jersey, the Planning Board ("Planning Board") will hold a public hearing on the application of 908-912 Elizabeth Avenue, LLC (the "Applicant"), seeking Preliminary and Final Site Plan approval and bulk ("c") variances and design waivers in connection with the property located at 914-916 Elizabeth Avenue, Elizabeth, New Jersey, further identified as Block 553, Lot 3 on the Tax Maps of the City of Elizabeth (the "Property"). The Property is in the City's C-2 (Community Commercial) Zone District ("C-2 Zone") and is currently a vacant, unimproved parking lot.
The Applicant proposes to construct a mixed-use building with three residential units (one 1-bedroom apartment, one 2-bedroom apartment and one 3-bedroom apartment) and a small retail space on the lot.
Applicant is requesting relief for the following Bulk (c) variances:
Minimum Lot Width: 50 ft Existing; 62.83 ft Required
Minium Lot Frontage: 50 ft Existing 62.83 ft Required
Minimum Lot Depth: 105 ft Existing; 150 ft Required
Minimum Side Yard: 5.08' Proposed; 12.42' Required.
Minimum Distance Between Structures: 5.25' Proposed; 15' Required
Maximum Impervious Coverage: 90% Proposed; 75% Permitted
Applicant is also requesting relief for the following Bulk (c) variances:
Landscaping Areas accompanying Parking Areas: 14.5% of Paved Parking Proposed; 20% Required
Buffer adjacent to a Residential Property: 3 ft Wide Proposed; 10 ft Wide Required
Minimum Open Space Required: no Open Space is Proposed; 600 square ft Required
Applicant is requesting relief for the following design waivers:
Minimum Setback from Parking Areas to Side Property Line: 0 ft Proposed; 10 ft Required
Minimum Setback from Parking Areas to Rear Property Line: 0 ft Proposed; 25 ft Required
Applicant further seeks any additional deviations, variances, waivers, exceptions, interpretations, de minimis exceptions to RSIS, modifications of conditions of prior approvals, continuation of any preexisting nonconforming conditions and other approvals reflected on the filed plans (as same may be further amended or revised from time to time without further notice) and/or relief that may be determined to be necessary during the review and processing of the application and/or based upon an analysis of the plans and testimony at the PUBLIC HEARING on the Application. The Applicant reserves the right to supplement its submission either prior to or at the PUBLIC HEARING on this matter.
Beginning ten (10) days prior to the public hearing, Application documents will be available for public inspection on the City of Elizabeth's website at www.elizabethnj.org or may be inspected at the Office of the Bureau of Construction and Zoning, Division of Zoning and Land Use, 50 Winfield Scott Plaza, Elizabeth, New Jersey, during that Office's normal business hours.
