NOTICE TO CONTRACTORS

MARQUETTE AVENUE (8TH AVENUE TO 9TH AVENUE) – ALTERNATE A
AND FIRE DEPARTMENT PARKING LOT – ALTERNATE B

Notice is hereby given that sealed proposals will be received in the office of the City Clerk of the City of South Milwaukee at the Administration Building, 2424 15th Avenue, South Milwaukee, WI 53172 until 10:30 a.m. on Thursday, March 12th, 2026 at which time they will be publicly opened and read for the above public works improvement contract which will include the following items of work:
• Asphalt Pavement Removal 23,100 S.Y.
• HMA Pavement 7,600 TONS
• Concrete Pavement 8 – Inch 600 S.Y.
• Concrete Curb & Gutter 24 – Inch 5,300 L.F.
• Concrete Sidewalk 5 – Inch 9,450 S.F.
• Storm Sewer Pipe Reinforced Concrete 2,000 L.F.
• Manholes and Catch Basins 45 EA.
• Sanitary Sewer Spot Replacement 250 L.F.
• Water Main Relay 4,150 L.F.
• Water Service Lateral 475 L.F.
• Hydrant Assembly 11 EA.
• Miscellaneous quantities of excavation, pavement markings, and restoration
The document set describes items and quantities for bid proposal. It is anticipated that a contract will be awarded by the South Milwaukee Common Council by, March 17, 2026 and the work under this contract shall be complete by October 31, 2026.

Document sets can be examined at the Office of the City Engineer, South Milwaukee City Administration Building, 2424 15th Avenue, South Milwaukee, Wisconsin 53172. Document sets for bidding must be obtained from Quest. There is a non-refundable fee of forty-four ($44) dollars per set.

Prequalification forms for 2026 are required to be on file in the Office of the City Engineer for all contractors and subcontractors at least seven (7) days prior to bid opening. Forms are available from the Engineer's Office upon request or on the City's website: https://www.southmilwaukee.gov/DocumentCenter/View/239/Prequalification-Application-PDF. The Common Council's decision as to qualification shall be final.
Proposal must be placed in a sealed opaque envelope addressed to: "City Clerk, City of South Milwaukee, Wisconsin" and marked "Proposal for the 9th Avenue Roadway Rehabilitation" If the bid is sent by mail, the sealed envelope shall be enclosed in a separate mailing envelope with the notation "Sealed Bid Enclosed" on the face thereof.
The City of South Milwaukee reserves the right to reject any or all bids and waive any informalities in the bidding. No bids shall be withdrawn after the opening of the bids without the consent of the City of South Milwaukee, Wisconsin, for a period of thirty (30) days after the scheduled time for closing bids.
All proposals must be submitted on a form provided for that purpose as issued within the Document Set, together with a certified check or a bid bond not less than five (5%) percent of the bid, payable to the City of South Milwaukee as a guarantee that, if the bid accepted, the bidder will execute and file the contract and a performance bond in the amount of one hundred (100%) percent of the total proposal price within ten (10) working days after the award of the contract. Failure to execute such contract and performance bond shall be cause for forfeiture of the check or bid bond as liquidated damages.
