NOTICE OF PUBLIC HEARING ON THE PROPOSED ISSUE OF NOT EXCEEDING $32,800,000 OF GENERAL OBLIGATION BONDS, IN ONE OR MORE SERIES, OF STARTEX-JACKSON-WELLFORD-DUNCAN WATER DISTRICT, SOUTH CAROLINA
The Spartanburg County Council (the "County Council"), which is the governing body of Spartanburg County, South Carolina, has determined that it may be in the interest of the Startex-Jackson-Wellford-Duncan Water District, South Carolina (the "District") to raise moneys through the issuance of general obligation bonds of the District, in one or more series, in an amount of not exceeding $32,800,000 for the following purposes: (a) to acquire, construct and install new water lines for line extensions to unserved areas of the District; (b) to replace and repair existing water lines; (c) to conduct engineering reports concerning the current and future water supply of the District; (d) to construct water supply projects and make improvements to reservoir dams; (e) to construct additional water treatment capacity and make improvements to existing water treatment plants; (f) to purchase certain real property; (g) to construct pump stations, filter plants and elevated storage tanks and make improvements to existing pump stations, filter plants and elevated storage tanks; and (h) to make other improvements to the District's water system (collectively, the "Improvements") and related issuance costs and has ordered a public hearing to be held upon the question of the issuance of such bonds in accordance with the provisions of Title 6, Chapter 11, Article 5 of the Code of Laws of South Carolina, 1976, as amended (the "Enabling Act").
Accordingly, notice is hereby given that a public hearing will be held in the Spartanburg County Council Chambers, Spartanburg County Administrative Office Building, 366 North Church Street, Spartanburg, South Carolina, beginning at 5:15 p.m. (or as soon thereafter as other hearings are concluded) on March 16, 2026, on the question of the issuance of not exceeding $32,800,000 of general obligation bonds of the District, the proceeds of which will be expended to defray the cost of the Improvements and related issuance costs.
For the payment of principal of and interest on such bonds as they respectively mature and for the creation of such sinking fund as may be necessary therefor, the full faith, credit and taxing power of the District shall be irrevocably pledged, and there shall be levied on all taxable property in the District ad valorem taxes sufficient in amount to pay said principal and interest on the bonds.
The District proposes the issuance of such bonds, in one or more series, to defray the cost of the Improvements and related issuance costs.
All interested parties should attend. Following the hearing, the County Council shall, by ordinance, make a finding as to whether and to what extent the proposed bonds should be issued and may thereupon authorize the governing body of the District to issue such bonds in one or more series to the extent it shall be found necessary.
The District is located solely within Spartanburg County. The Enabling Act provides that bonds issued thereunder must be authorized by the governing body of the County wherein the District is located.
