NOTICE TO BIDDERS
Millcreek Township (the "Township") will receive sealed bids labeled for the CONTRACT NO. 2025-01 KEARSARGE FORCEMAIN REPLACEMENT PROJECT until 2:00pm EST on Monday, March 9, 2026 in the Engineering Department at the Millcreek Township Municipal Building, 3608 West 26th St., Erie, PA16056, which will be publicly opened and read aloud at 2:15pm that same day in the Engineering Department.
The scope of work, as detailed in the Bid Documents, includes installation of 6,300 linear feet of 16? PVC C-900, 600 linear feet of directionally drilled 16” HDPE DR 11, 600 linear feet of bored 24? & 30” steel casing pipe and 16? carrier pipe, air vacuum release assemblies, valves, fittings and necessary appurtenances.
Bid Documents can be obtained beginning February 18, 2026, at the Township Engineering Department, 3608 West 26th Street, Erie, PA 16506 (814-833-6096), for a non-refundable deposit of $100.00. Upon receipt of the payment, electronic/digital copies of may be obtained via email request to Township Engineer Rob Rodemoyer (rrodemoyer@millcreektownship.com). Questions regarding the bid documents shall be directed to the Township Engineer, (814) 833-6096 x363. Technical questions regarding the bid documents shall be directed to Rabell Surveying & Engineering, a Division of LSSE, (814) 756-4384.
Notice is given that this project is being financed by the Pennsylvania Infrastructure Investment Authority (PennVest) and grant monies established under the Pennsylvania H2O Act. Contractors are to adhere to the required specifications as applicable and outlined in the Contract Specifications. Notice is also given that the Project is subject to prevailing wages under the Davis-Bacon Act, 40 U.S.C. 3141-3148, and the PA Prevailing Wage Act, 43 P.S. § 165- 1 et seq.
Bids may be held by the Township for a period not to exceed sixty (60) days from the date of opening bids for the purpose of reviewing the bids and investigating the qualifications of proposers prior to awarding the contract. Bids shall be announced at the Board of Supervisors regularly scheduled meeting to be held on Tuesday, March 10, 2026, at 9:30am at the Municipal Building, at which time action to award a contract may be taken. The Township reserves the right to reject any or all proposals and to waive any informalities in the bidding.
