The Utility Board of the City of Mishawaka, St. Joseph County, Indiana, will receive sealed bids until 10:00 a.m. (local time) on March 10, 2026 at the Office of the City Controller, on the 1st Floor of City Hall, 100 Lincolnway West, Mishawaka, Indiana, 46544, at which time and place all bids will be publicly opened and read aloud at the Utility Board Meeting in the Board Room on the 2nd Floor of City Hall. Bids will only be accepted from Plan Holders of Record.
Project Description: Northeast Transmission Water Main Toll Road Extension

This work involves the construction of a new 16-inch water main utilizing jack and bore casing pipe, starting at the Owner’s 12-inch water main that parallels the northside of the Indiana Toll Road, extending south under the Indiana Toll Road, approximately 375 linear feet.
Copies of the Contract Documents and Plans are available for examination at the Office of the Engineer, DLZ Indiana, LLC, 2211 E Jefferson Blvd, South Bend, Indiana 46615.
Copies of the Contract Documents and Plans may be obtained at Triangle Digital Printing, Inc, 205 E Jefferson Blvd, Mishawaka, Indiana 46545 (Phone: 574-259-2459) in hardcopy or digital format. The Bidder will be billed directly for the cost of contract documents and delivery. Items purchased are non-refundable.
The General Contractor shall be prequalified by INDOT to perform a minimum of one (1) work type applicable to this project.
A certified check payable to the City of Mishawaka, Indiana or a satisfactory Bid Bond executed by the bidder and surety company, in an amount equal to five percent (5%) of the bid shall be submitted with each bid. The bidder awarded the contract will be required to furnish a separate Performance Bond and Payment Bond, each in the amount of one-hundred twenty-five percent (125%) of the contract price before commencing work.
The Performance Bond and Payment Bond shall remain in effect throughout the entire construction period and in addition a Maintenance Bond in an amount of 10% for a period of three years from the date of final completion will be required. Each bidder shall be required to complete all documents listed in the Checklist for Bidders.
Each bidder shall be required to complete the Bid Form included with these documents. The substantial completion date for this project shall be June 26, 2026 and the final completion date for the project shall be July 27, 2026.
The Utility Board of the City of Mishawaka, Indiana, reserves the right to reject any and all bids and to waive any irregularities in bidding and to make an award in the best interest of the City.
No bid or bid security may be withdrawn after the scheduled closing time for receipt of bids for at least sixty (60) days.
