Scope of Work
The City of Phoenix is seeking a qualified consultant team to provide design and possible construction administration and inspection services for the rehabilitation of large diameter sanitary sewer on the Sub-Regional Operating Group (SROG) Southern Avenue Interceptor. This project consists of 9,790 feet of pipe (14 segments) and 82 manholes to be rehabilitated.
The pipeline is owned and operated by SROG, governed by an Intergovernmental Agreement between the cities of Glendale, Mesa, Phoenix, Scottsdale, and Tempe. Ownership percentages vary for the partner cities based on agreed upon allowable flow volumes.
This project site is located primarily along Southern Avenue between 48th Street and 51st Avenue and Broadway Road to the 91st Avenue Wastewater Treatment Plant. The estimated total construction cost for this project is $33 million.
Pre-Submittal Meeting Information
A pre-submittal meeting will be held at 9:30 am on Wednesday, March 4, 2026, at City Hall, 200 W. Washington St. Floor 9, Water Department Training Room AND via Teams. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested consultants attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be submitted through the Procurement Portal.

Consultants receiving a copy of the Request for Qualifications through any other means are strongly encouraged to download the RFQ from the City webpages above.
Firms must be registered in the City's e-procurement portal https://procurement.opengov.com/
portal/phoenix as a vendor to submit a Statement of Qualifications.
General Information
The City of Phoenix will provide reasonable accommodations for alternate formats of the RFQ by calling Alissa Bahr at (602) 256-4107 or TTY 711. Requests will only be honored if made within the first week of the advertising period. Please allow a minimum of seven calendar days for production.
