Scope of Work
The City of Phoenix is seeking a qualified consultant team to provide professional services for an update to the Deer Valley Airport Master Plan. Services may include project management, assessment, concept plans, alternatives evaluation, and stakeholder outreach. This project site is located at 702 W. Deer Valley Road.
This project will utilize federal funds and is subject to the requirements of 49 Code of Federal Regulations Part 26 and the U.S. Department of Transportation DBE Program.
Pre-Submittal Meeting Information
A pre-submittal meeting will be held at 1:00 pm on Thursday, February 26, 2026 via Teams. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested consultants attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be submitted through the Procurement Portal.
Request For Qualifications Packet
On Thursday, February 19, 2026 the Request for Qualifications (RFQ) may be downloaded from the Procurement Portal at: https://procurement.open gov.com/portal/phoenix
Consultants receiving a copy of the Request for Qualifications through any other means are strongly encouraged to download it from the City's Procurement Portal.
Firms must be registered in Procurement https://procurement.opengov. com/portal/phoenix as a vendor to submit a Statement of Qualifications.
General Information
The City of Phoenix will provide reasonable accommodations for alternate formats of the RFQ by calling Anna York at (602) 534-3691 or TTY 711. Requests will only be honored if made within the first week of the advertising period. Please allow a minimum of seven calendar days for production.
