MEETING OF THE COUNTY BOARD OF SUPERVISORS MANITOWOC COUNTY, WISCONSIN Tuesday, January 20th, 2026 6:00 P.M. Pursuant to Wis. Stats. 59.04, the County Board of Supervisors of Manitowoc County, Wisconsin convened in open session at the Heritage Center, in the City of Manitowoc, being the 20th day of January 2026, for the purpose of transacting business as a Board of Supervisors. Chairman Martell called the meeting to order at 6:00 p.m. Supervisor Ryan Phipps gave the invocation, followed by the Pledge of Allegiance to the Flag by the entire assemblage. Roll call: 23 members were present: Lillibridge-1, Jadowski-2, Metzger-3, Heilman-4, Martell-5, Hansen-6, Schiesl-7, Hacker-8, Sitkiewitz-9, Zimmer-10, R. Phipps-11, Behnke-12, Bonde-14, Hammel-15, Naidl-16, Maresh-17, Muench-18, Falkowski-19, Engelbrecht-20, Grambow-22, Klein-23, Weiss-24, and Shimulunas-25. Supervisors Neils-13 and M. Phipps-21 were excused. PUBLIC COMMENT – OPPORTUNITY FOR CITIZENS TO PRESENT THEIR VIEWS Chairman Martell declared public comment open at 6:05 p.m. Jim Theyerl, Town of Manitowoc, believes the County Board should look into departments that may have county workers performing side jobs on county time. No one else present wished to speak, subsequently Chairman Martell closed public input at 6:09 p.m. CONSENT AGENDA Chairman Martell called the consent agenda and questioned if any supervisor wished to withdraw any items. Supervisor Behnke requested item C2a. Ordinance 138 be placed under the Highway Committee for discussion. Supervisor Engelbrecht moved, seconded by Supervisor Sitkiewitz to approve Consent Agenda Items A, B1a, and C1a. Upon vote, the motion carried unanimously. A. Approve December 16, 2025 County Board Minutes. B1a. Appoint Sharon Cornils to the Ethics Board for a three-year term expiring February 28, 2029. C1a. Resolution 2025/2026-137 Adopting Health Department Fee Schedule. COMMITTEE REPORTS, RESOLUTIONS, ORDINANCES Board of Health: Supervisor Metzger gave a report. Criminal Justice Coordinating Council: Supervisor Falkowski gave a report. Expo-Ice Center Board: Supervisor Behnke gave a report. Finance Committee: Supervisor Hansen gave a report. Highway Committee: Supervisor Behnke gave a report. Supervisor Behnke moved, seconded by Supervisor Maresh to adopt Resolution 2025/2026-138 Honoring and Commemorating William Schramm as the Former Manitowoc County Highway Commissioner. Upon vote, the motion carried unanimously. Human Services Board Committee: Supervisor Klein gave a report. Supervisor Klein moved, seconded by Supervisor Hacker to enact Ordinance 2025/2026-139 Amending Manitowoc County Code §4.13(10) (Human Services Department Fees) Upon vote, the motion carried unanimously. Land Conservation Committee: Supervisor R. Phipps gave a report. Personnel Committee: Supervisor Maresh gave a brief report Supervisor Maresh moved, seconded by Supervisor Muench to adopt Resolution 2025/2026-136 Amending Employee Policy Manual §12.14 (Short Term Disability Income Continuation). Upon vote, the motion carried unanimously. Public Safety Committee: Supervisor Falkowski gave a brief report. Public Works Committee: Supervisor Sitkiewitz gave a brief report. ADJOURNMENT Supervisor Hacker moved to adjourn, seconded by Supervisor Hammel, and the motion was adopted by acclamation.
