You are notified that a petition has been filed in the office of the clerk of this court naming you as a possible owner/claimant in this action. IN REM FORFEITURE COMPLAINT
JUNPING REN, ZHENSHI LIU,
YANG LIU, DAOYING WEI, HAN WEI, JINGYAN ZHANG, & LINLIN XU
COMES NOW, the State of Iowa, by and through undersigned counsel, and pursuant to Iowa Code § 809A.13, files this In Rem Forfeiture Complaint with the Court. In support of the same, the State of Iowa asserts the following:
STATEMENT OF THE CASE
Junping Ren, Zhenshi Liu and Yang Liu have been charged in the Johnson County District Court with a variety of criminal charges including, but not limited to, Ongoing Criminal Conduct and Money Laundering in violation of §§ 706A.2(4) and 706B.2(1). See case numbers FECR148100 (Junping Ren), FECR148103 (Zhenshi Liu), and FECR148098 (Yang Liu).Junping Ren, Zhenshi Liu and Yang Liu operated massage parlors in which additional, illegal sex acts were offered to, and performed on, customers.This unlawful activity generated proceeds totaling approximately $2.6 million.These proceeds were then knowingly utilized to conceal or disguise the nature, location, source, ownership, or control of the proceeds.In addition to other property subject to other concurrent forfeiture proceedings, the Iowa City Police Department seized $197,957.76 in cash and accounts between the dates of September 23, 2025 and October 2, 2025.The money is, therefore, forfeitable under the provisions of Iowa Code sections 706A.3, 706B.2, and chapter 809A.
SEIZURES AND NOTICES
A Notice of Seizure of Property for Forfeiture and Pending Forfeiture for the cash and accounts was issued by the Johnson County Attorney's Office on December 18, 2025.Junping Ren, Zhenshi Liu, and Yang Liu were personally served the Notice.Junping Ren, through counsel, accepted service on 12/19/25.Zhenshi Liu accepted service on 1/13/26.Yang Liu accepted service on 12/18/25.Daoying Wei, Han Wei, Jingyan Zhang, and Linlin Xu's whereabouts are unknown.Because their whereabouts were unknown, Daoying Wei, Han Wei, Jingyan Zhang, and Linlin Xu were served via publication in the Iowa Press-Citizen on 12/23/25.The Notices were timely and properly served on all those that were deemed owners, possible owners, or those with a possible security interest in the property. Iowa Code § 809A.2.
JURISDICTION AND VENUE
The Johnson County District Court has jurisdiction over the matter; and, venue is appropriate in this Court. Iowa Code § 809A.2.The amount at issue is greater than the minimum civil forfeiture amount. Iowa Code § 809A.1(4).Junping Ren, Zhenshi Liu and Yang Liu are charged with the requisite level of crime. Iowa Code § 809A.3(1)(a).
PARADISE SPA
Paradise Spa purports to be a massage parlor with its principal place of business located at 1901 Broadway Street, Suite 2 in Iowa City, Iowa.Paradise Spa also operates a parlor at 805 S. First Ave., Suite 3 in Iowa City, Iowa.Neither location is a registered business entity with the Iowa Secretary of State's Office.Various services were also provided to customers off-site.
PARTIES
Junping Ren, Zhenshi Liu, and Yang Liu are owners, operators, employees, contractors, and/or beneficiaries of the proceeds generated by Paradise Spa.Junping Ren and Zhenshi Liu are legally married as husband and wife.Yang Liu is the biological son of Junping Ren and Zhenshi Liu.Only Junping Ren had a valid license to perform massage therapy by the Iowa Department of Public Health – a license that has since been surrendered.Junping Ren performed massages on customers.Zhenshi Liu performed massages on customers.Yang Liu performed massages on customers.Daoying Wei, Han Wei, Jingyan Zhang, and Linlin Xu worked at Paradise Spa and performed massages on customers.Daoying Wei, Han Wei, Jingyan Zhang, and Linlin Xu resided in the building located at 1901 Broadway Street, Suite 2, Iowa City, Iowa where Paradise Spa operated.Junping Ren and Zhenshi Liu resided in the building located at 1901 Broadway Street, Suite 2, Iowa City, Iowa where Paradise Spa operated.
MONEY
The Iowa City Police Department seized $197,957.76 in cash and accounts associated with the criminal investigation.$128,639.38 is associated with Junping Ren and her accounts.$22,477.00 is associated with Zhenshi Liu and his accounts.$21,694.38 is associated with Yang Liu and his accounts.$25,147.00 appears to have been in the dominion or control of Daoying Wei, Han Wei, Jingyan Zhang, and Linlin Xu.Neither Junping Ren nor Zhenshi Liu filed a claim for the above property with the Johnson County Attorney's Office under Iowa Code § 809A.11.Daoying Wei, Han Wei, Jingyan Zhang, and Linlin Xu did not file a claim for the above property with the Johnson County Attorney's Office under Iowa Code § 809A.11.The Iowa City Police Department's incident numbers are ICPD2025006239 & ICPD2025004491.
CONCLUSION
WHEREFORE, the State requests that the $197,957.76 seized by the Iowa City Police Department be forfeited to the State of Iowa as proceeds from illegal conduct pursuant to the provisions of Iowa Code sections 706A.3, 706B.2, and Iowa Code Chapter 809A.
