Proceedings of the Brown County Board of Supervisors February 18, 2026.
Pursuant to Sections 19.85 and 59.094, Wis. Stats, notice is hereby given to the public that the regular meeting of the BROWN COUNTY BOARD OF SUPERVISORS was held on February 18, 2026, at 7:00 p.m., Lower Level – Pine Room, Brown County Central Library, 515 Pine St., Green Bay, WI 54301.
Chairman Buckley called the meeting to order at 7:02 p.m. Following, an invocation was given and reciting of the Pledge of Allegiance by the Board.
Roll call was taken. 23 Supervisors were present: De Wane, Nicholson, Jacobson, Theno, Lefebvre, Friberg, Borchardt, Evans, Buckley, Dantinne, Vigil, Rentmeester, Kaster, Van Dyck, McDonald, Labouvé, Coenen, Przybelski, Van Lanen, Wolfe, Toellner, Lund, Pyle. Supervisors Antonneau, Vander Leest and Gannon were excused.
5. Motion to approve the adoption of the agenda was approved.
6. Motion to approve the County Board minutes of the January 21, 2026, and special February 11, 2026 meeting was approved.
7. Announcements of Supervisors: Supervisors Van Lanen, Borchardt, Theno and Coenen spoke under announcements of Supervisors.

This 2025 Budget Adjustment is to recognize a significant increase in CLTS TPA (Children's Long Term Support Third Party Administrator) paid vendor expense and matching revenue. The 2025 projected annual amount for this expense and offsetting revenue is $11.8 million based on Oct YTD activity, compared to a budget of $8.1 million based on prior year activity. The CLTS program has increased dramatically in recent years since the state implemented 100% funding and a requirement for counties to eliminate the waiting list for these services.

This 2025 Budget Adjustment is for an amended Children's Community Options Program (CCOP) contract from the State to carry forward unused 2024 funding for Brown County as an increase to the 2025 contract amount.

2026 Budget Adjustment - New funding for TAD evaluations to be completed by a consultant and overseen by the Criminal Justice Services Manager. There will be no net fiscal impact. Match requirements will be met with existing payroll and a portion of the consultant expenses. The consultant expense applied to match will be funded by a reduction in software expense that will be provided at no cost by the state in 2026 as well as a reduction in lab testing supplies - current inventory is sufficient to cover this portion of expense.

Human Services Committee
14e. Resolution Regarding Table of Organization Change for the Health and Human Services Department – Community Services Division – Social Worker/Case Manager & CCS Quality Assurance Worker was approved.
Planning, Development and Transportation Committee
14f. Resolution Regarding Table of Organization Change for the UW-Extension Department – LTE Outreach and Communications Specialist was approved.
14g. Ordinance to Amend Chapter 11 of the Brown County Code of Ordinances (Private Sewage System) was approved as amended.
14h. Transportation Resolution was approved.
15. Comments from the Public:
Jacob Toll, Ashwaubenon, requested a moment of silence for Jesse Jackson. He then addressed the board regarding moratoriums and social media usage for current board members.

17. Closing Roll Call was taken. Twenty-three Supervisors were present.
18. At 8:17 p.m., a motion to adjourn to - Wednesday, March 18, 2026, at 7:00p.m. was approved.
