NOTICE TO CONTRACTORS
NOTICE IS HEREBY GIVEN THAT THE SANTA BARBARA COMMUNITY COLLEGE DISTRICT of Santa Barbara County, California, acting by and through its Governing Board, hereinafter referred to as the District, will receive up to, but not later than 2:00 p.m. onThursday, March 26, 2026, sealed bids for the award of a contract for construction for the following project (“Project”):
TEMPORARY USE FOR SANTA BARBARA CITY COLLEGE (TUCC) COSMETOLOGY TENANT IMPROVEMENTS – Bid #818
All bids shall be made on a bid form furnished by the District.
Bids shall be received electronically, only, via the College’s eProcurement Portal (https://www.sbccplanroom.com) at the above stated time. Each bid must conform and be responsive to the contract documents, which are now on file and available online at: https://www.sbccplanroom.com. Documents may be obtained through at Tri-Co Reprographics, located at 513 Laguna St, Santa Barbara, California. A non-mandatory pre-bid conference and job walk will be held at the Project site and will initially commence at the Cosmetology Building – State Street Entrance, located at 419 State Street, Santa Barbara, CA 93101 at 10:00 a.m. on Tuesday, March 3, 2026.
The Deadline for questions is Tuesday, March 17, 2026, by 12:00 p.m. All questions are to be addressed to the following team: thierryc@kbzarch.com, frank.winton@fonder-salari.com, moralesr@sbcc.edu, bjmoreno@sbcc.edu, utilizing the District’s Pre-bid RFI form included in the contract documents. Questions and responses will be issued back to all plan-holders by way of addendum.
Each bid shall be accompanied by the required Bid Security in an amount not less than ten percent (10%) of the maximum amount of the Bid Proposal, inclusive of any additive Alternate Bid Item(s). Bids shall not be withdrawn by any Bidder for sixty (60) days after the opening of Bid Proposals. During this time, all Bidders shall guarantee prices quoted in their respective Bids.
The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding.
Pursuant to the provisions of Section 1773 and 1773.2 of the Labor Code of the State of California, the Santa Barbara Community College District has obtained from the Director of Industrial Relations, the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in the locality in which the work is to be performed for each craft, classification or type of workman needed to execute the contract with a copy of the same being on file at the office of the Vice President of Business Services, Santa Barbara Community College District. The Contractor and all Subcontractors shall pay not less than the applicable prevailing wage rate for the classification(s) of labor provided by their respective workers; prevailing wage rates are available for review at http://www.dir.ca.gov/dlsr/statistics_research.html. During the Work, the Department of Industrial Relations (“DIR”) will monitor compliance with prevailing wage rate requirements and enforce the Contractor’s prevailing wage rate obligations.
It shall be mandatory upon the Contractor to whom the contract is awarded, and upon any subcontractor under him, to pay not less than the said specified rates to all workmen employed by them in the execution of the contract.
Pursuant to the provisions of Section 1771.1 of the Labor Code of the State of California, a contractor or subcontractor shall not be qualified to bid or engage in the performance of any contract for this project unless; (1) currently registered and qualified to perform public work pursuant to Section 1725.5; or (2) expressly authorized to submit a bid by Section 1771.1 and provided the contractor is registered to perform public work pursuant to section 1725.5 at the time the contract is awarded.
This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The successful bidder will be required to post all job-site notices required by DIR regulations and other applicable law.
The District requires that Bidders possess the following classification(s) of California Contractors License B - General Building Contractor. Any Bidder not so duly and properly licensed shall be subject to all penalties imposed by law. No payment shall be made for work, labor, materials or services provided under the Contract for the Work unless and until the Registrar of Contractors verifies to the District that the Bidder awarded the Contract is properly and duly licensed to perform the Work.
