COMMON COUNCIL MEETING
FEBRUARY 3, 2026
MINUTES
The regular meeting of the Franklin Common Council was held on February 3, 2026, and was called to order at 6:30 p.m. by Mayor John R. Nelson in the Franklin City Hall Council Chambers, 9229 W. Loomis Rd, Franklin, Wisconsin. On roll call, the following were present: Ald Peccarelli, Eichmann, Hasan, Salous, Day and Craig. Also, in attendance were Director of Admin Kelly Hersh, City Atty Jesse A. Wesolowski and City Clerk Shirley Roberts.
Citizen comment period was opened at 6:32 p.m. and was closed at 6:51 p.m.
Ald Hasan moved to approve the minutes of the Common Council meeting of January 20, 2026, as presented. All voted Aye; motion carried.
Ald Day moved to adopt Res No. 2026-8425, a Resolution authorizing the City to execute Amendment 12 to Task Order No. 5 with Ruekert & Mielke, Inc. for the redesign of Elm Rd improvements. All voted Aye; motion carried.
Ald Craig moved to adopt Res No. 2026-8426, a Resolution authorizing the City of Franklin to enter into an agreement with Milwaukee County DOT for sidewalk and utility adjustment on S 76th St from W Ryan Rd to W Park Circle Way. All voted Aye; motion carried.
Ald Day moved to direct staff to continue with the design process and prepare to bid the project out in Spring of 2026 ahead of the Costco development opening. All voted Aye; motion carried.

Ald Hasan moved to adopt Res No. 2026-8427, a Resolution to amend Res No. 2024-8217, a Resolution Imposing Conditions and Restrictions for the approval of a Special Use for a 16 unit supportive housing development, Resident Community Center, and Community Hub Facility, upon property located at 0 S 31st St, TKN 761-9992-002 (by Amy Hansel, Communities of Crocus, applicant, Communities of Crocus, Property Owner). All voted Aye; motion carried.
Ald Hasan moved to approve a technical revision to the Professional Services Agreement with MCPR Marketing LLC (Mary Christine) to remove the insurance provision (template oversight), consistent with prior-year practice, and authorize the Mayor, City Clerk, and Director of Finance/Treasurer to execute the revised agreement, approved as to form by the City Atty. All voted Aye; motion carried.
Ald Day moved to authorize a cease and desist order to all entities outside the City staff and the Tourism Commission from using the City logo without the express written permission from the Mayor and/or the City Admin effective today. On roll call, all voted Aye. Motion carried.
Ald Eichmann moved to adopt Res No. 2026-8428, a Resolution authorizing certain officials to execute a service sanitation portable restroom facilities agreement for the 2026 and 2027 St. Martins Fair with Service Sanitation of Wisconsin, Inc. All voted Aye; motion carried.
Ald Craig moved to approve the following licenses of the License Committee Meeting of February 3, 2026: Hold 2025-26 New Operator License for Appearance to Eliza Lara; Grant New 2025-26 Operator License to Luciano Parco, Jaydeep Singh, & Brian Wheatley; Grant Renewal 2026-27 Operator License to Daniel Crass, Dennis Fons, & William Tietjen; Grant Class A Combination Change of Agent 2025-26 to Mega Marts, LLC, Pick n Save #431, Emily Hixson, Agent, 7780 S Lovers Lane Rd; Grant Temp Ent & Amusement License to Rainbow Valley Rides, Inc, Ronald Kedrowicz, Independence Celebration, City Hall-9229 W Loomis Rd, 7/2-7/5/26. All voted Aye; motion carried.
Ald Hasan moved to approve City vouchers with an ending date of January 29, 2026 in the amount of $1,550,833.47, and payroll dated January 23, 2026 in the amount of $567,455.60 and payments of the various payroll deductions in the amount of $612,328.43 plus City matching payments, and estimated payroll dated February 6, 2026 in the amount of $492,000 and payments of the various payroll deductions in the amount of $262,000, plus City matching payments. On roll call, all voted Aye. Motion carried.
Ald Eichmann moved to adjourn the meeting of the Common Council at 8:27 p.m. All voted Aye; motion carried.
