Bailey, Kastner, Saryan, Akers present. Ald. Drzewiecki excused. The following actions taken by Council: Approval of the February 3, 2026 Common Council minutes. Motion by Ald. Bailey, seconded by Ald. Kastner. Motion by Ald. Akers, seconded by Ald. Bailey to close the public hearing at 7:21 p.m. on a Special Use Permit for Baba Yayo'z Take & Bake Pizza, a proposed limited-service restaurant, to be located at 4646 S. 76th St., submitted by Bassam Al-Ramahi, d/b/a Baba Yayo'z USA LLC. Adopt Resolution 5017 for a Special Use Permit and Approve a Site Review for Baba Yayo'z Take & Bake Pizza, a proposed limited-service restaurant, to be located at 4646 S. 76th St., submitted by Bassam Al-Ramahi, d/b/a Baba Yayo'z USA LLC. Motion by Ald. Kastner, seconded by Ald. Akers to approve agenda items J1a and J1b. Adopt Resolution 5018 disallowing the claim of Rachel and William Olson regarding alleged liability relating to flooding on their property on August 10, 2025. Motion by Ald. Bailey, seconded by Ald. Akers to approve to disallow. Adopt Resolution 5019 approving settlement of the claim of Daniel Sanabria Herrejon. Motion by Ald. Akers, seconded by Ald. Bailey. Adopt Resolution 5020 approving settlement of the claim of Odalis Corro Arcos. Motion by Ald. Bailey, seconded by Ald. Kastner. Approve applications for 2025-2026 operator licenses. Motion by Ald. Akers, seconded by Ald. Bailey. Adopt Resolution 5021, a "Resolution Creating Tax Incremental District No. 10, Approving its Project Plan and Establishing its Boundaries." Motion by Ald. Kastner, seconded by Ald. Bailey to approve it as presented. Approval of the American Red Cross Licensed Training Provider Agreement. Motion by Ald. Kastner, seconded by Ald. Saryan. Approve agreement with Spectrum Weather and Specialty Insurance Co for Special Event coverage. Motion by Ald. Saryan, seconded by Ald. Akers. Approve artist engagement agreement with Star Six Nine for Tuesday, June 23, 2026; Approve artist engagement agreement with Dirty Boogie for August 21st, 2026; and Approve artist engagement agreement with Hairbangers Ball for August 21st, 2026, performances at Konkel Park. Motion by Ald. Saryan, seconded by Ald. Kastner to approve agenda items L8-L10 as provided. Award a contract for project #2219 S. 90th Street – W. Plainfield Avenue Reconstruction Phase 1 to All-Ways Contractors, Inc., $1,882,973.57. Motion by Ald. Bailey, seconded by Ald. Akers. Award a contract for project #2413 W. Layton Avenue (S. 60th Street to S. 68th Street) to Stark Pavement Corp.; $4,269,000. Motion by Ald. Akers, seconded by Ald. Saryan. Approve to sign a funding agreement with the Milwaukee Metropolitan Sewerage District (MMSD), $423,977.33 for a porous pavement parking lot at Jansen Park. Motion by Ald. Saryan, seconded by Ald. Akers. Adopt Resolution 5022 for a Special Use Review and Site Review for an ownership change of the property located at 4607 S. 108th St., the location of Crawford Animal Hospital, submitted by Garrett Fitzgerald, d/b/a FCPT Holdings, LLC. Motion by Ald. Saryan, seconded by Ald. Kastner. Approval of schedules of disbursements, $33,009,201.69; Approval of mileage reimbursements, $37.80; and Accept investments and reinvestment for January 2026. Motion by Ald. Saryan, seconded by Ald.
