PALM BEACH COUNTY NOTICE REQUEST FOR PROPOSALS DESIGN PROFESSIONAL CONSULTING SERVICES ENVIRONMENTAL ASSESSMENT SERVICES CONTINUING CONTRACT PROJECT NO.: P-2026-000044 Pursuant to Florida Statutes 287.055 and County PPM# CW-O-048, notice is hereby given that Palm Beach County is seeking proposals from design firms to provide engineering and environmental services for assessment and remedial activities on selected properties in support of the County’s property assessment, contamination assessment and remediation program on a continuing contract basis as required by the Facilities Development & Operations Department and other County agencies. Task assignments will be subject to scope definition and determination of level of effort on a task-by-task basis. It is anticipated that three (3) firms will be selected for a five (5) year contract with no renewal options.qualified architectural and engineering firms to provide design, permitting and construction administration services for various capital improvement/renovation projects on a task assignment basis. Generally, task assignments could include professional architectural services, geotechnical and survey services, customary civil, structural, mechanical, plumbing, and electrical engineering services, landscape architectural services, permitting, and construction administration services. Work may include modification, expansion, or addition of existing facilities or design of new facilities for County governmental services including general governmental offices and facilities throughout the County. Generally, construction costs for each project assigned under the contract will not exceed $7,500,000 (or as may be amended by statute) and will require an architectural firm as the lead consultant. Proposals are due by 3:00 P.M. on April 3, 2026, at the Palm Beach County Facilities Development & Operations Department, 2633 Vista Parkway, West Palm Beach, FL 33411-5604. Non-Mandatory Pre-Proposal Conference. Proposers are invited to attend a non-mandatory pre-proposal conference to be held on February 27, 2026, at 3:00 P.M. at the following location: 2633 Vista Parkway (FDO 1W-55 Training Room. Attendance at this pre-proposal conference is strongly recommended and encouraged. Responses will be evaluated based on the selection criteria set out in the RFP including the Affirmative Procurement Initiatives (APIs) determined by the County’s Goal Setting Committee. The APIs for this solicitation are: Up to 15 points shall be awarded based on the level of SBE dollar participation committed to on the prime respondent’s team (contracts $500,000 and greater). The SBE goal for this Continuing Contract is a mandatory minimum of 20% participation. A mandatory SBE goal, as noted above, applies to this solicitation, so any proposal that fails to comply with the required goal shall be deemed non-responsive after the period allowed for waiver requests has lapsed. If a proposer is unable to comply with a required goal, such proposer shall submit a request for a waiver or partial waiver at least 7 days prior to the proposal due date. If a proposer requests a waiver from a goal from the Office of SBD at least 7 days prior to the proposal due date, then the proposal due date will be extended pending the outcome of a waiver request. Additionally, if the waiver is granted the solicitation will be amended accordingly and the due date extended again.
