LEGAL NOTICE
The following are summaries of ordinances adopted by Canton City Council on Feb. 2, 2026. The complete text of the ordinances may be obtained for 10 cents per page or viewed free at the office of the Clerk of Council in City Hall, 218 Cleve. Ave. S.W., Canton, Ohio 44702, during non holiday weekdays from 8:00 a.m. to 4:30 p.m.
Ordinance No. 9/2026
The Mayor or Safety Director is authorized: to enter into agreement for and accept $85,536 in grant funds from the Office of Criminal Justice Services (OCJS) and to enter into contract with Versaterm Public Safety for the Community Connect Platform software to send customized messages to victims and reporters of various crimes using data from our records management system and/or computer aided dispatch in accordance with any procurement process authorized by law. The Auditor is authorized to rename fund 2784 from 2017 COP’s Hiring Grant to 2784 OCJS Sexual Assault Notification Program Grant (Fund) for the purpose of receiving and appropriating the grant. Appropriation Ord. No. 243/2025 is amended by making the supplemental appropriations of $85,536 from the Unappropriated Balance (UB) of 2784 Fund and $85,536 from the UB of 1001 General Operating Fund and the inter-fund advance of $85,536 from 1001 Advance Out to Other Fund to 2784 Advance In. Adopted as an emergency.
Ordinance No. 10/2026
Ordinance No. 96/2025 is reauthorized. Appropriation Ord. No. 243/2025 is amended by making the supplemental appropriation of $50,000 from the Unappropriated Balance of 1001 General Operating Fund. Adopted as an emergency.
Ordinance No. 11/2026
Council ratifies all actions taken prior to the passage of this ordinance pursuant to Section 105.04 of the Canton Codified Ordinances. The Mayor or Safety Director is authorized to enter into any contracts necessary for the demolition of 707 5th St. NE “The Ranch”. The Auditor is authorized to pay all moral obligations resulting from responding to this emergency situation. Appropriation Ord. No. 243/2025 is amended by making the supplemental appropriation of $173,882.51 from the Unappropriated Balance of 5701 Building Code Fund. Adopted as an emergency.
Ordinance No. 12/2026
Ord. No. 9/2024 is amended to establish Ex. A of the ordinance as the Classification Plan for the Safety Director’s Bldg./Code Dept. Bargaining Unit Personnel employed by the city of Canton to add two additional Code Enforcement Officers to support the implementation of the Bldg. Dept. Inspector Trainee Program. All ordinances or parts of ordinances in conflict with this ordinance are repealed. Adopted as an emergency.
Ordinance No. 13/2026
Pursuant to Ohio Rev. Code Chapter 3735 (ORC) and Section 3735.671, Council finds that Ellex Properties LLC, and Steve’s Tailoring & Men’s Wear are qualified by demonstrated financial responsibility and business experience to create and preserve employment opportunities in the CRA and improve the economic climate of Canton. The Mayor or Service Director is authorized to enter into CRA Agreement with the foregoing businesses providing for the real property tax exemptions set forth in the ordinance and to execute such documents as are necessary to comply with the requirements of the CRA Agreements. Canton grants Ellex Properties LLC (for Parcel No. 10019861) a 15-year 75% Real Property Tax Abatement as outlined in the ordinance. The Auditor is authorized to annually pay the Canton City Board of Education such amounts as are agreed upon or as are required to be paid pursuant to Section 5709.82 (C) and (D) of the Revised Code. The Auditor is authorized to establish a special fund for the purpose of making said payments. Adopted as an emergency.
Ordinance No. 14/2026
Council authorizes the construction of a water main extension, consisting of approximately 2,311 feet of pipe and related appurtenances to Greentree Ave. SW between I-77 and Dueber Ave. SW to service 91 homes in the Canton corporate limits. The costs of construction and installation shall be paid by the property owner. The Canton Water Dept. shall inspect the construction and ensure compliance with applicable codes. The Mayor or Service Director is authorized to enter into any agreements necessary, including easements, to effectuate the water main extension. Adopted as an emergency.
Ordinance No. 15/2026
Council authorizes the construction of a water main extension, consisting of approximately 1,750 feet of pipe and related appurtenances to Lake Center Christian School which is located approximately 6 miles outside of the Canton corporate limits. The costs of construction and installation shall be paid by the property owner. The Canton Water Dept. shall inspect the construction and ensure compliance with applicable codes. The Mayor or Service Director is authorized to enter into any agreements necessary, including easements, to effectuate the water main extension. Adopted as an emergency.
